Excerpt: The Tuareg Rebellion of 2007-2009 was an insurgency that began in February 2007 amongst elements of the Tuareg people living in the Sahara desert regions of northern Mali and Niger. It is one of a series of insurgencies by formerly nomadic Tuareg populations, which had last appeared in the mid-1990s, and date back at least to 1916. Populations dispersed to Algeria and Libya, as well as to the south of Niger and Mali in the 1990s returned only in the late 1990s. Former fighters were to be integrated into national militaries, but the process has been slow and caused increased resentment. Malian Tuaregs had conducted some raids in 2005-2006, which ended in a renewed peace agreement. Fighting in both nations was carried on largely in parallel, but not in concert. While fighting was mostly confined to guerrilla attacks and army counterattacks, large portions of the desert north of each nation were no-go zones for the military and civilians fled to regional capitals like Kidal Mali and Agadez Niger. Fighting was largely contained within Mali's Kidal Region and Niger's Agadez Region. Algeria helped negotiate an August 2008 Malian peace deal, which was broken by a rebel faction in December, crushed by the Malian military and wholescale defections of rebels to the government. Niger saw heavy fighting and disruption of Uranium production in the mountainous north, before a Libyan backed peace deal, aided by a factional split among the rebels, brought a negotiated ceasefire and amnesty in May 2009. Book excerpt: Security in Mali has worsened in recent decades due to the escalation of the Tuareg insurgency, its connection to terrorist groups, and the military coup in 2012. The crisis in the north of Mali, as the Tuareg insurgency is also known, began in the 1960s, after Mali independence from France. From 1962 to 2012, a series of rebellions occurred in the north of Mali. The 2012 rebellion was the most complex and lethal because it involved foreign combatants and resulted in the invasion of the northern regions by the coalition of Tuareg and terrorist groups following the rout of the Malian army. The crisis has not yet being solved despite the national and international responses, including the United Nations Multidimensional Integrated Stabilization Mission in Mali (MINUSMA) peacekeeping mission. This thesis seeks to formulate effective responses to the Malian crisis by examining the Tuareg rebellions and Boko Haram insurgency in Nigeria as case studies. To formulate recommendations responding to the crisis, the thesis analyzes the involved groups and their funding and evaluates the effectiveness and inadequacy of local and international responses applied to the cases. It concludes that the mix of military, political, and economic responses to the crisis reinforced by good governance will produce effective results.

This insurgency was characterized by four main periods. The first rebellion came in 1963, the second rebellion in 1990, the third rebellion came in 1996, and the last one was in 2012, where the Tuaregs again attacked the Malian troops. This thesis argues that developmental policies and military engagement in the northern region were the most significant factors that contributed to the recurrence of the Tuareg insurgency in Mali. However, there are other minor factors, such as the economic difficulties, the emergence of drug trafficking, the weak governance, the decentralization, social collapse, and regional dynamics, that also contributed to the resurgence of the conflict. This thesis stresses that domestic management of the crisis played a more significant role than the external factors. It is crucial for the Mali government to establish secure borders and a secure internal environment in the northern region before instituting any developmental policies. For this reason, the Malian state needs a strong army to prevent malicious actors from entering the region and obstructing the objective of peace. Also, it needs to always pursue and sign realistic agreements.

Though it was a major world power in the Middle Ages the former Malian Empire had long lost its economic strength by the time the European countries colonized Africa. To control their territory, the French used military means to try to bring the pastoralists in the Sahel, such as the Tuareg, under control. Independent since 1960, Mali struggled to develop political institutions and achieve economic growth. After years of dictatorial rule, Mali transitioned to democracy in 1992. Despite considerable economic aid from the United States, it remained one of the poorest countries in the region. Indeed, the neighborhood, the Sahel zone that runs east to west through the continent, is a zone of poor, ungoverned spaces, sometimes referred to as the “arc of instability.”In Part II: The Crisis Unfolds, the author examines the recent events that created the volatile conditions leading to the crisis. The Tuareg nationalist movement has existed for over 40 years; there have been at least four periods of rebellion, and military force has been the primary response from the central government. Gadaffi had long been a supporter of the Tuareg, employing them in trusted positions within his military. The fall of his regime sent many Tuaregs home, laden with heavy weaponry, escalating the rebellion to new heights. Due to a steady expansion into the Sahel zone over the last decade, AQIM was well poised to capitalize on the anarchy and seize the north's major cities.The fall of Gao, Timbuktu, and Kidal to AQIM illustrates the need for a critical examination of the U.S.- led regional security framework, which is the focus of Part III: The Regional Security Framework in the Sahel. Numerous factors hindered the effectiveness of this framework, including the newness of the military partnerships with regional governments, their differing strategic level interests, and the wide range of capabilities among their armed forces. Building partner counterterrorism capability to meet the transnational al-Qaeda threat was the primary focus of the security framework through programs such as the Pan Sahel Initiative (PSI) and the Trans Sahel Counter Terrorism Partnership (TSCTP). However, it was ill-prepared for a complex crisis that included a largely secular nationalist rebellion, the overthrow of a civilian government by U.S.-trained soldiers, and a large-scale humanitarian crisis.
