What does national autonomy mean when governments delegate any number of powers to inter-national organizations? Internationalization leads to political change, and the position of the nation-state appears to be undergoing a radical process of erosion. The surprising conclusion of this book is that the political significance of the state will not be lost. The analyses show that both expansion and fragmentation of political power are characteristics of fundamental political change. While it is true that the state is delegating authority and that internationalization is limiting autonomy, the state is also finding new forms of cooperation and coordination, both nationally and internationally, to preserve and even to strengthen its power and autonomy. Contrary to widely held assumptions, the idea of a progressive weakening of the nationstate does not prove tenable.

It presents integration as a process of boundary transcendence, redefinition, shift, and change that fundamentally alters the nature of the European states. Its core concern lies in the relationship between the specific institutional design of the new Brussels centre, the boundary redefinitions that result from its political production, and, finally, the consequences of these two elements on established and developing national European political structures. Integration is examined as a new historical phase in the development of Europe, characterized by a powerful trend toward legal, economic, and cultural de-differentiation after the five-century process of differentiation that led to the European system of nation states. Considering the EU as the formation of an enlarged territorial system, this work recovers some of the classic issues of political modernization theory: Is the EU an attempt at state formation? Is it an attempt at centre formation without nation building? Is it a process of centre formation without democratization? This work also seeks to sharpen the conceptual tools currently available to deal with processes of territorial enlargement and unification. It develops a theoretical framework for political structuring beyond the nation state, capable of linking all aspects of EU integration (inter-governmentalism, definition of rights, the 'constitutionalization' of treaties, the tensions between the new territorial hierarchy and the nation states, etc.). The book adopts an 'holistic' approach to integration, in the form of a theory from which hypotheses can be generated (even if it is not possible to test all of its components). This theoretical framework has three principal aims: to overcome a rigid distinction between domestic politics and international relations; to link actors' orientations, interests, and motivations with macro outcomes; and to relate structural profiles with dynamic processes of change.

Book excerpt: This work is based on the premise that a national state is a particular type of organization and, at any given time and like any other organization, its performance can be evaluated with reasonable objectivity. The authors, an international team of social scientists, examine the performance of seven states: Bulgaria, Canada, France, Italy, Germany, Spain, and the United States. These nations pursue similar goals - union, justice, tranquillity, defence, welfare, liberty - which, in one form or another, are common to all democracies. Using these goals as a checklist, the authors found that each of the seven states performs well in some areas and badly in others. They discovered that all states approached these goals in a style shaped by their own history and, in particular, by how they have been affected by the troubles of the 20th century. Their investigations offer an informative way of looking at these nation states and detail the social and political conditions in each state.

Book excerpt: Originally published in 2003, this book addresses the rarely explored subject of the reciprocal relationships between nationalism, nation and state-building, and economic change. Analysis of the economic element in the building of nations and states cannot be confined to Europe, and therefore these diverse yet interlinked case-studies cover all continents. Authors come to contrasting conclusions, some regarding the economic factor as central, while others show that nation-states came into being before the constitution of a national market. The essays leave no doubt that the nation-state is an historical phenonemon and as such is liable to 'expiry' both through the process of globalisation and through the development of a 'cyber-society' which evades state control. By contrast, developments in southeastern Europe, the former USSR, and parts of Africa and the Far East show that building the nation-state has not run its course.
