When it comes to rural issues in contemporary China, there is no shortage of national strategies: from “Coordinating Urban–Rural Development” in 2003 to “Rural Revitalization” in 2017, the rejuvenation of the countryside has attracted unprecedented policy interest. At the same time, rural governance has been subject to significant political, social and economic changes. However, comparatively little research has been conducted on the phenomenal reconnection between the state and rural society, and our previous understanding of rural governance is no longer adequate. As a result of the programs, a new model of governance is now emerging in rural China. The programs have accelerated the formation of state-private-farmer partnerships, while also promoting the participation of grassroots society in rural reconstruction. In the initial stage, the state’s role is important to securing non-governmental sectors’ engagement. However, this does not mean that the model guarantees sustainable governance: in terms of land tenure reform, infrastructure investment, and subsidies, the programs merely empower farmers and other stakeholders to engage in rural reconstruction. The success of these reconstruction efforts ultimately depends on a suitable pricing mechanism for public goods provision, as well as the self-organization of grassroots society.

Discussions of modernization efforts in twentieth-century China have usually focused on modernity s manifestations from ironworks to banking to dancehalls in China s cities. As a result, the Communist peasant revolution appears to be a historical break. But Merkel-Hess shows that the countryside was crucial for reformers in Republican China, much before the peasant revolution of the communist period. Reformers hoped that, once the rural masses were educated enough to realize how China had been taken advantage of by imperial powers, they would act to repel foreign intervention. The Rural Reconstruction Movement s agenda was not a partisan plan for revitalization but rather a fundamentally Chinese one, a reconfiguration of traditional ways of engaging the countryside. In international Shanghai, modernity usually signaled what was foreign and new, but, as Merkel-Hess argues, it was the rural modern that captured the Chinese people s desire for a modernity rooted in Chinese tradition, and rural reform thus became crucial to China s self-definition. What implications do these grass-roots level popular elections have for the democratization of China? By tracing the history of village level governance reform, one of the premier authorities on electoral reforms in China tackles these fundamental questions in this volume. According to the author, there are two roots to the emergence of village elections in China: structural changes in the village economy and bureaucratic politics. The author also identifies old guard Peng Zhen, himself victimized by lawlessness during the Cultural Revolution, and officials in the Ministry of Civil Affairs — an otherwise powerless bureaucracy that has jurisdiction over rural governance issues — as the driving force behind the reform in the government.The author believes that village elections have enormous political implications for China: they represent yet another aspect of “creeping democratization” of the country. Resistance from the status quo interests will be stiff, but democracy has a chance in the alliance between the disgruntled population and reform-minded elites in the leadership.Does economic prosperity increase the likelihood of political democracy? Using 1993 national survey data, the author examines the relationships between the level of economic development and the rate of semi-competitive village elections. Data analysis suggests that economic prosperity is positively associated with the occurrence of semi-competitive elections only to a certain point, above which the association turns negative. In other words, both the least and the most developed villages are less likely to hold semi-competitive elections for the chair of the village committee, which is officially defined as “an organization of self-governance of villagers”. The author also argues that rapid economic development may delay the process of political development because incumbent leaders can use newly acquired economic resources to consolidate their power.
