Available in PDF, EPUB and Kindle. Book excerpt: This interdisciplinary study offers a comprehensive analysis of the transition economies of Central and Eastern Europe and the former Soviet Union. Providing full historical context and drawing on a wide range of literature, this book explores the continuous economic and social transformation of the post-socialist world. While the future is yet to be determined, understanding the present phase of transformation is critical. The book’s core exploration evolves along three pivots of competitive economic structure, institutional change, and social welfare. The main elements include analysis of the emergence of the socialist economic model; its adaptations through the twentieth century; discussion of the 1990s market transition reforms; post-2008 crisis development; and the social and economic diversity in the region today. With an appreciation for country specifics, the book also considers the urgent problems of social policy, poverty, income inequality, and labor migration. Transition Economies will aid students, researchers and policy makers working on the problems of comparative economics, economic development, economic history, economic systems transition, international political economy, as well as specialists in post-Soviet and Central and Eastern European regional studies.

Book excerpt: Now that the euphoria over political change has died down, the formerly socialist countries of Eastern and Central Europe are facing an economic crisis. The contributors to this well-established annual publication consider the key factors affecting the economic transition process, analyzing possible strategies for successful reform including the use of "shock theory" to accelerate the process. As well as examining various country-specific problems, the authors explore the status of the Central European countries seeking integration with the European Economic Community, and ask whether all the former socialist countries might do well to adopt some of the economic development strategies used so successfully by the nations of Southeast Asia.

Book excerpt: This book focuses not only on economic and political transformation since the demise of communism in Eastern and Central Europe, but also on the relationships between economic organization, social patterns and institutional change. The changes in political structure and policies of economic reform have in turn resulted in changes in social institutions and patterns of social relations. The authors look at social relations under the old regimes to understand the current social transformation. They consider economic restructuring both in the context of social change and in terms of its consequences for society, using case studies from the Czech Republic, Hungary and Poland. The impact of economic changes on new forms of institutional arrangements, social patterns and organization are also discussed taking into account privatization, employment, social welfare, property and industrial relations. This new book will be welcomed by economists, political scientists and sociologists working in the area of transition.

Available in PDF, EPUB and Kindle. Book excerpt: In the confrontation between the two main economic systems that has marked the twentieth century, capitalism has been declared the winner–by default– over its adversary, socialism. Today, establishing a market economy has become the primary goal of the formerly socialist countries. The history of economic reform helps explain this remarkable turning point. Attempts to improve the old centralized system by expanding enterprise autonomy (in Poland, the Soviet Union, and East Germany) and more radical reforms that limited the role of central planning (in Yugoslavia, Czechoslovakia, Hungary, and China) encountered social and political obstacles or had unexpected and undesired effects. During the 1980s, the idea of a socialist market economy, which had been seen as a "third way" between capitalism and centralized socialism, was abandoned as economists gradually came to support a free market rather than the dogma of planning. Through a comparative and historical analysis of change in socialist and post-socialist systems, this timely and original book clarifies the policies and pitfalls in this extraordinary transition. Bernard Chavance provides a succinct introduction and analysis of the politics and economics of Eastern Europe from the creation of the Stalinist system in the Soviet Union through what he argues have been three major waves of reform since the 1950s to the dismantling of most socialist governments in the 1990s. Exploring the link between the one-party regime and the growing rigidity of socialist economic systems, the author analyzes the failure of both incremental and radical reforms to adapt to new economic challenges, thus leading to the ultimate collapse of communist regimes in Europe.

Book excerpt: First published in 1997, this collection of articles and essays analyses the political economy of reform and change in Eastern Europe during the years of Gorbachev’s perestroika and the years immediately following the fall of the Berlin wall and the collapse of the Soviet Union. Written by Polish economist Jan Winiecki, between 1984 and 1996, this work explores the issue of the feasibility of reform and change during the period of decline and collapse of communist economic order and, later, the emergence of the capitalist economic order in the post-communist Eastern Europe. Split into three parts, the work considers firstly the failures of Gorbachev’s political economy of reform, secondly the determining factors in the collapse of the Soviet system, and finally the feasibility of the systematic change which began in the wake of its collapse.

Book excerpt: From a widely published expert in the field, this major survey reviews two centuries of modernization and examines the dramatic changes in the economies of Eastern Europe. This is a new and comprehensive overview which incorporates fresh research and recent changes to the region to trace this economic history of Eastern Europe within the wider political and ideological context Uniquely taking the broader historical picture into account, David Turnock brings together the entire scope of the modernization process, from the first phase of modern national development in the Balkans and the impact of imperial systems on the area as a whole, to the feeling of 'unfinished business' at the end of the Second World War. He continues up to the present-day state of transition, evaluating the contrasts in the region between the northern and southern states, domestic division between dynamic and backward areas, and the increasing emphasis on the opening up of frontier regions. Wide in scope and including detailed and informative chronologies, this book will prove an invaluable asset to students of European history and economics.

Book excerpt: First published in 1997, this book has been produced by the leading scholars of the economic history of the region in the belief that the events of 1989/90, and the subsequent turmoil in every country affected, can only be accurately interpreted from an informed historical perspective. The chapters are accessible and authoritative; each is from a first-rank and highly experienced economic historian of the nation under discussion. The necessarily differing treatments of the social, economic and national problems correct the widespread misapprehension that the countries of the region are essentially alike.

The author identifies the opportunities and problems faced by particular regions by relating the Polish experience to the experience of other central European countries. This in turn provides a general picture of spatial patterns of transformation in this specific part of Europe and will interest those concerned with the transformation of Eastern Europe.

The papers are arranged within four sections: the transition to market economies and political pluralism; Western assistance and integration; regional relations; and country studies. Each section begins with an overview. This assessment was initiated by a formal request from the Joint Economic Committee of the US Congress to the Congressional Research Service. Some of the papers were discussed in May 1994 at a conference in Washington, DC. A compilation of statistical material prepared for the conference is included as an appendix.
