Book Synopsis Developments in Israeli Public Administration by : Moshe Maor
Download or read book Developments in Israeli Public Administration written by Moshe Maor and published by Routledge. This book was released on 2014-02-25 with total page 158 pages. Available in PDF, EPUB and Kindle. Book excerpt: The "Israeli History, Politics and Society" series comprises multidisciplinary studies that range from elections and the Yom Kippur war to the search for a true Israeli identity and the various initiatives to foment or prevent the peace process. This volume brings together a set of articles that try to estimate the direction of developments in Israeli public administration: whether ministries will remain under the ambit of the Weberian model, follow the New Public Management model, or move towards a mix of the two. Each essay focuses on a specific factor which may inhibit reforms, such as the weakness of mechanisms for policy control, monitoring and evaluation; lack of co-ordination between the different ministries; lack of effective accountability mechanisms; an administrative culture that is characterized by frequent infringements of moral integrity; a high level of politicization; and a Supreme Court which plays a paramount role by routinely intervening in the practices of public administration as well as in the business of other governmental and non-governmental institutions. Each article probes how these distinctive features of Israeli public administration reflect underlying traits of the nation's history, culture and geography, and gauges the extent to which formal structures provide an indication of how policy-making and programme implementation really operate.

Download or read book Politics and Government in Israel written by Gregory S. Mahler and published by Rowman & Littlefield. This book was released on 2016-03-03 with total page 496 pages. Available in PDF, EPUB and Kindle. Book excerpt: This balanced and comprehensive text explores Israeli government and politics from both institutional and behavioral perspectives. After briefly discussing Israel’s history and the early development of the state, Gregory Mahler then examines the social, religious, economic, cultural, and military contexts within which Israeli politics takes place. He makes special note of Israel’s geopolitical situation of sharing borders with, and being proximate to, several hostile Arab nations. The book explains the operation of political institutions and behavior in Israeli domestic politics, including the constitutional system and ideology, parliamentary government, the prime minister and the Knesset, political parties and interest groups, the electoral process and voting behavior, and the machinery of government. Mahler also considers Israel’s foreign policy setting and apparatus, the Palestinians and the Israeli-Palestinian conflict, the particularly sensitive questions of Jerusalem and the Israeli settlement movement, and the Middle East peace process overall. This clear and concise text provides an invaluable starting point for all readers needing a cogent introduction to Israel today.
Book Synopsis Inter and Intra Government Arrangements for Productivity by : Arie Halachmi
Download or read book Inter and Intra Government Arrangements for Productivity written by Arie Halachmi and published by Springer Science & Business Media. This book was released on 2013-03-09 with total page 221 pages. Available in PDF, EPUB and Kindle. Book excerpt: Inter and Intra Governmental Arrangements for Productivity - An Agency Approach focuses on public productivity. It addresses long standing and current questions on government productivity. Its scope and coverage range from theory to very specific applications. First of all it demonstrates the applicability of a theoretical framework to concrete issues in the public sector: the Principal Agent (PA) theory or the Agency theory. Secondly, it demonstrates the different perspectives of this theoretical framework as seen by researchers and practitioners from various countries. The volume is based upon the revised seminar papers from a conference that was held at the University of Twente. Two trends obvious in this world are its increasing global character and the need for increasingly efficient and effective organizations. Inter and intra governmental organizations need to learn to effectively and efficiently work together in complex web like relationships. This study forms a major step in that direction. It consolidates several current economic concepts that are highly visible and specifically applies them to various levels and functions of government. It emphasizes that PA theory is a powerful conceptual framework because of the economic focus on transactions between principals and agents. The issues of information asymmetry, across government constituents, political/diplomatic considerations, and the narrow focus of PA problems will be described. Attention is also given to the issues of citizen demands, internal markets, franchising, competitive procurement and `contracting in'. The study concentrates on academic thinking about the applicability of PA concepts to administrative theory building. As such it makes a current, valid contribution to the knowledge and practice of public administration world-wide.
