Available in PDF, EPUB and Kindle. Book excerpt: In this groundbreaking study, Zimmerman explores the town meeting form of government in all New England states. This comprehensive work relies heavily upon surveys of town officers and citizens, interviews, and mastery of the scattered writing on the subject. Zimmerman finds that the stereotypes of the New England open town meeting advanced by its critics are a serious distortion of reality. He shows that voter superintendence of town affairs has proven to be effective, and there is no empirical evidence that thousands of small towns and cities with elected councils are governed better. Whereas the relatively small voter attendance suggests that interest groups can control town meetings, their influence has been offset effectively by the development of town advisory committees, particularly the finance committee and the planning board, which are effective counterbalances to pressure groups. Zimmerman provides a new conception of town meeting democracy, positing that the meeting is a de facto representative legislative body with two safety valves—open access to all voters and the initiative to add articles to the warrant, and the calling of special meetings to reconsider decisions made at the preceding town meeting. And, as Zimmerman points out, a third safety valve—the protest referendum—can be adopted by a town meeting.

Book excerpt: The only current authorized edition of the classic work on parliamentary procedure--now in a new updated edition Robert's Rules of Order is the recognized guide to smooth, orderly, and fairly conducted meetings. This 12th edition is the only current manual to have been maintained and updated since 1876 under the continuing program established by General Henry M. Robert himself. As indispensable now as the original edition was more than a century ago, Robert's Rules of Order Newly Revised is the acknowledged "gold standard" for meeting rules. New and enhanced features of this edition include: Section-based paragraph numbering to facilitate cross-references and e-book compatibility Expanded appendix of charts, tables, and lists Helpful summary explanations about postponing a motion, reconsidering a vote, making and enforcing points of order and appeals, and newly expanded procedures for filling blanks New provisions regarding debate on nominations, reopening nominations, and completing an election after its scheduled time Dozens more clarifications, additions, and refinements to improve the presentation of existing rules, incorporate new interpretations, and address common inquiries Coinciding with publication of the 12th edition, the authors of this manual have once again published an updated (3rd) edition of Robert's Rules of Order Newly Revised In Brief, a simple and concise introductory guide cross-referenced to it.

Book excerpt: Two incidents are particularly dramatic in this volume, thanks to the careful work of clerks who took the minutes, bringing to life some key moments in LDS history. One of the most memorable meetings of the city council occurred on June 10, 1844; the minutes capture the emotions as members debate whether to detroy the opposition newspaper, the Nauvoo Expositor. The publisher of the paper, Sylvester Emmons, had been a councilman until his June 8 expulsion for having "lifted his hand against the municipality of God Almighty." As the hawkish councilmen became increasingly agitated, they began shouting slogans, asking whether the others had the neve to do what was right and crush the newspaper. The answer was a sustained, raucous cheer. Yes resounded from every quarter of the room," the clerk, Willard Richards, wrote. "Are we offering ... to take away the right[s] of anyone [by] this [action] [to]day?" one of the city councilmen, William Phelps, shouted. "No!!!" was the answer "from every quarter." Should they also tear down the barn of newspaper editor Robert Foster? Yes! they said. By the time the meeting was over, the Nauvoo police, assisted by 100 soldiers of the Nauvoo Legion, had "tumbled the press and materials into the street and set fire to them, and demolished the machinery with a sledge-hammer. Another gripping event occurred on September 8, 1844, when the high council gathered outdoors to accommodate large crowds for the trial of Sidney Rigdon of the First Presidency. A behind-the-scenes power struggle became evident as Brigham Young stepped forward to take control of the meeting, culminating in a request for a vote from the audience. Young asked everyone to "place themselves so that [he] could see them, so he would "know who goes for Sidney." There followed a flurry of denunciations of various Church members who were summarily excommunicated by acclimation rather than by trial in a meeting lasting six hours.

Book excerpt: Paul Shambroom is a Minneapolis-based photo artist who, over a period of four years, attended hundreds of town council meetings across the United States. Photographing the participants with a large-format panoramic camera, as staged tableaux, his dramatic pictures resemble epic history paintings they describe the humble practice of local government on a grand scale. A celebration of small-town America, these accessible pictures have already been lauded by the critics ("Extraordinary"-the New York Times, "Powerful"-ArtForum, "Marvelous and beautiful"-Art Review) and collected by institutions such as the Whitney and MOMA New York. The minutes of each featured meeting are reproduced in full (runs over 40 pages at the back of the book and printed on Bible paper).

This book was released on 2017-05-24 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Now in its fourth edition, this book provides city councils with model procedural rules for their meetings. The model rules cover, among many other topics, the organizational meeting, pertinent requirements of the open meetings law, the role of the presiding officer, agenda preparation and approval, substantive and procedural motions, voting rules, ordinance adoption, public hearings, and public comment periods. Legal and practical issues are analyzed in the comments that follow each rule. The fourth edition differs from prior editions in important ways. It incorporates significant statutory changes that have occurred since a revised version of the third edition was published in 2007. Both the rules themselves and the comments have undergone extensive modifications in an effort to make the book even more useful to municipal governing boards. New appendixes include tables showing the numbers of members necessary to establish a quorum and the number of votes required to adopt an ordinance or approve a contract. This book is a must for council members, city managers and administrators, city clerks, and city attorneys. Anyone with a general interest in local government or parliamentary procedure will also want a copy. BONUS FEATURE: Upon purchasing this book, the buyer will receive an electronic version of the book's procedural rules that can be customized to fit a particular council's specific needs. Available in PDF, EPUB and Kindle. Book excerpt: In Making an African City, Jennifer Hart traces the way that British colonial officials, Accra Town Council members, and a diverse group of technocrats used regulation to define what an "acceptable" city looked like. Unlike cities elsewhere on the continent, Accra had a long history of urbanism that predated British colonial presence. By criminalizing some activities and privileging others, colonial officials sought to marginalize indigenous practices of Accra residents and shape the development of a new, "modern" city. Hart argues, however, that residents regularly pushed back, protesting regulations, refusing to participate in newly developed systems, reappropriating infrastructure, demanding rights to city services, and asserting their own informal vision for the future of the city. While urban plans and regulations ultimately failed to substantively remake the city, their effects were and are still felt by urban residents, who are often subject to but not served by urban infrastructure. Making an African City explores how the informalization of Accra's development was a historical process, not a natural and self-evident phenomenon, which connects the history of the city with the history of urban development and the growth of technocracy around the world.

Available in PDF, EPUB and Kindle. Book excerpt: “The purpose of a public meeting is to conduct the public’s business in an effective, orderly, and efficient manner.” But in many board and council meetings, this purpose can be thwarted by the factionalism and belligerence that may arise out of opposing viewpoints. Effective Council Meetings focuses on preserving (or bringing back) the level of respect, courtesy, and civility needed in council meetings to successfully conduct the public’s business. This e-book addresses the need to adopt rules of procedure, whether formal or informal, that establish clear standards of behavior and ensure a proper level of decorum; offers a simplified and slimmed-down version of Robert’s Rules of Order, applying the salient points of parliamentary procedure to the conduct of public meetings; and introduces a values framework as a way to help elected officials identify what lies at the root of public problems and make wise decisions in response.
