Book excerpt: Excerpt from Seventy Sixth Annual Report of the Receipts and Expenditures of the City of Concord, for the Year Ending December 31, 1928: Together With Other Annual Reports and Papers Relating to the Affairs of the City All persons furnishing materials or service for the city or aid to the city poor, should be particular to take the name of the person ordering such service, material, or aid, and should know 'that the person is duly authorized to contract such liability. The city will not be holden for merchandise sold or de livered on city poor account, except on the written order of the overseer of the poor, and for no longer time than until his successor shall have been appointed and qualified. Duplicate copies Will be required of all bills payable by the city, furnished on county poor account. All bills against the city must be approved by the person authorizing the charge; and unless this is done, no action can be had upon the bill by the Committee on Accounts and Claims, and no order will be given for its payment. Bills so certified should be left With the city clerk on or before the second day of the month. If approved by the Committee on Accounts and Claims, they Will be ready for payment on Thursday following the regular monthly meeting of the city government. Book excerpt: Excerpt from Forty-Ninth Annual Report of the Receipts and Expenditures of the City of Concord for the Year Ending December 31, 1901: Together With Other Annual Reports and Papers Relating to the Affairs of the City In considering this matter, I thought it might be useful to ascertain the method of selecting tax assessors in other cities, and accordingly I caused an investigation to be made as to the course pursued in several cities in Massachusetts. The result of this investigation leads me to believe that there is a chance for great improvement in our manner of selecting assessors as well as the number of members of which the board should consist. In the city of Chelsea, the taxes are assessed by a board of three assessors, one being elected by the board of aldermen each year: The chairman receives $850, and the other mem bers of the board'$550. In Fitchburg, the board consists of three assessors, one being elected each year by the city councils. In Waltham, the board consists of three assessors appointed by the mayor and confirmed by the board of aldermen. The annual salary of the chairman is six hundred dollars, and of the other two members of the board five hundred dollars. In addition to the board of assessors there are seven assist ants appointed each year, one from each ward, to take the polls, who each receive three dollars per day for two weeks.
