Book excerpt: The Financial Crisis Inquiry Report, published by the U.S. Government and the Financial Crisis Inquiry Commission in early 2011, is the official government report on the United States financial collapse and the review of major financial institutions that bankrupted and failed, or would have without help from the government. The commission and the report were implemented after Congress passed an act in 2009 to review and prevent fraudulent activity. The report details, among other things, the periods before, during, and after the crisis, what led up to it, and analyses of subprime mortgage lending, credit expansion and banking policies, the collapse of companies like Fannie Mae and Freddie Mac, and the federal bailouts of Lehman and AIG. It also discusses the aftermath of the fallout and our current state. This report should be of interest to anyone concerned about the financial situation in the U.S. and around the world.THE FINANCIAL CRISIS INQUIRY COMMISSION is an independent, bi-partisan, government-appointed panel of 10 people that was created to "examine the causes, domestic and global, of the current financial and economic crisis in the United States." It was established as part of the Fraud Enforcement and Recovery Act of 2009. The commission consisted of private citizens with expertise in economics and finance, banking, housing, market regulation, and consumer protection. They examined and reported on "the collapse of major financial institutions that failed or would have failed if not for exceptional assistance from the government."News Dissector DANNY SCHECHTER is a journalist, blogger and filmmaker. Contributions from colleagues on five continents enabled this research endeavor to mature from an urgent although poorly formulated idea some three years ago to a serious study of the environmental impacts of policy-based lending. It is nothing short of a privilege to have benefited from the dedication and support of so many gifted colleagues who helped steer this study through methodological, political, and logistical thickets of many kinds.

Available in PDF, EPUB and Kindle. Book excerpt: This study analyzes the World Bank's experience with fiscal management in 250 adjustment operations in 86 countries. It examines the fiscal records in a sample of 26 countries grouped by region, portfolio characteristics, and economic traits. The study confirms that fiscal deficit reduction is associated with improved external balances and economic growth and that it takes sustained, long-term effort, and continual vigilance against reversals. Fiscal mismanagement, not exogenous shocks, was the principal cause of persistent budget deficits. The study offers the following recommendations for the Bank and its borrowers:1) Estimate the level of the sustainable deficit and provide guidelines for achieving it in Bank economic and sector work and adjustment lending. 2) Improve sequencing of tax reform. 3) Consider explicitly the role of the state and the appropriate mix of public/private provision of services in recommending public expenditure reform. 4) Include poverty alleviation and equity objectives in public expenditure reform. 5) Build adequate monitoring and performance indicators for both tax and expenditure reforms. 6) Enhance Bank-Fund coordination, in support of the Fund's lead role in giving fiscal advice, by strengthening the Bank's ability to analyze taxes and expenditures.

Available in PDF, EPUB and Kindle. Book excerpt: Our Continent, Our Future presents the emerging African perspective on this complex issue. The authors use as background their own extensive experience and a collection of 30 individual studies, 25 of which were from African economists, to summarize this African perspective and articulate a path for the future. They underscore the need to be sensitive to each country's unique history and current condition. They argue for a broader policy agenda and for a much more active role for the state within what is largely a market economy. Finally, they stress that Africa must, and can, compete in an increasingly globalized world and, perhaps most importantly, that Africans must assume the leading role in defining the continent's development agenda.

Book excerpt: This is a pioneering study which should serve as a model for future research and will to a wide audience' Dharam Ghai, Director United Nations Research Institute for Social Development Structural Adjustment and the Environment (Earthscan, 1992) was the first book to fully examine the effects of 'structural adjustment programmes the economic reform policies required by the World Bank and IMF as part of their lending operations with borrowing countries. To widespread Critical acclaim it exposed the damaging environmental and social effects of structural adjustment policies, and called for a thorough revision of the then-current development policy. This new work; Structural Adjustment, the Environment and sustainable Development is a major step forward in the study of structural adjustment policies. It looks in detail at new research and analysis into their effects, and incorporates recent studies by a wide range of academics and policy-makers, leading experts and institutes. Focusing on nine in-depth case studies, the book examines the complex links between macroeconomic policies, social impacts and environmental outcomes, and takes a forward-looking perspective in outlining the alternatives to current structural adjustment policies. Review quotes for Structural Adjustment and the Environment 'Should be essential reading for all students of development' Third World Planning Review 'Breaks new ground in the debate on structural adjustment generally. and in the environment/development debate' International Affairs 'The most substantial contribution to date to what is undoubtedly an important area' Development and Change David Reed is director of the Macroeconomics for Sustainable Development Programme of WWF International, and editor of Structural Adjustment and the Environment (Earthscan, 1992). These factors include agricultural conditions, product markets, the family life cycle, income, and changing demands for household labor--especially demands caused by labor migration. The author explains why removing structural constraints on rural land markets might reduce the incentive to start and maintain woodlots. He also details why policies that seek to create forests may conflict with programs that generate rural employment.

Book excerpt: There is some evidence that IMF and World Bank adjustment lending smooths consumption for the poor, reducing the rise in poverty for any given contraction of the economy but also reducing the fall in poverty for any given expansion. Adjustment lending plays a similar role as inequality, reducing poverty's sensitivity to the economy's aggregate growth rate.

Available in PDF, EPUB and Kindle. Book excerpt: This effort constitutes the most comprehensive and authoritative work to date on the history of the International Bank for Reconstruction and Development, or the World Bank. Author-editors John Lewis, Richard Webb, and Devesh Kapur chronicle the evolution of this institution and offer insights into its successes, failures, and prospects for the future. The result of their intense labors is an invaluable resource for other researchers and a fascinating study in its own right. The work is divided into two volumes. The first is organized thematically and examines the critical events and policy issues in the World Bank's development over the last fifty years. Chapter topics include poverty alleviation, structural adjustment lending, environmental programs, the International Finance Corporation (IFC), the International Development Association (IDA), and the evolution of the Bank as an institution. The second volume contains case studies written by experts with experience in the various regions in which the Bank operates. There are chapters on the Bank's activities in Korea, Mexico, Africa, South Asia, and Eastern Europe. Volume 2 also contains essays on the World Bank's relationship with the United States, Japan, and Western Europe, and its partnership with the International Monetary Fund (IMF). By special arrangement, the authors have had wide-ranging access to confidential documents at the World Bank, making this work a unique source of information on the internal workings of this critical institution. They have also drawn on extensive interviews with current and past Bank officials. Moreover, publication could not be more timely, coming as it does when many in the development community and in the U.S. Congress are questioning the Bank's track record and even its reason for existence. The World Bank: Its First Half Century will be of great interest not only to development practitioners but also to students of international relations, development economics, and global finance. During the course of the project, John P. Lewis and Richard Webb were nonresident senior fellows, and Devesh Kapur was a program associate, in the Foreign Policy Studies program at the Brookings Institution.
