A still briefer abstract of that paper was inserted in the Report of the Meet ing a, and the paper itself was not printed until June 1866 b. Since writing that paper, I have, over and over again, questioned the truth of my own notions, but without ever finding any reason to doubt their substantial correctness. I have therefore thought it needless to delay any longer submitting the theory to the oriti cism of those who are interested in the progress of Political Economy. Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Elements of Political Economy This work is intended primarily for the use of students. The leading principles are stated, as far as possible, without the introduction of controversial matter. At the same time, throughout the work indications are given of the points still in dispute and of the difficulties involved in the further development of the principles and theories of which an elementary exposition is given. The work is based on the "Principles of Political Economy" (3 vols.) by the same author. It is, however, not simply an abstract. In the first four books the material used has been almost entirely recast. In the last book it was thought better to omit certain topics altogether rather than attempt any further condensation of the argument. In order to keep the volume within reasonable limits the greater part of the historical matter which forms a characteristic feature of the larger work has been excluded, though the results of the application of the historical method have been retained. Little space also was available for the history of economic thought and doctrines. In the text, however, the importance of these and other omitted topics has been emphasised, and the student is recommended throughout to supplement his reading by reference to special works. Book excerpt: Excerpt from Some Leading: Principles of Political Economy Newly Expounded Though the following work is an attempt to recast some considerable portion of Political Economy, I should be sorry it were regarded as in any sense antagonistic in its attitude toward the science built up by the labors of Adam Smith, Malthus, Ricardo, and Mill. On the contrary, my hope is that it will - should its reasonings find acceptance - strengthen, in some sensible degree, and add consistence to that fabric. As regards those assumptions respecting human character and the physical conditions of external nature which constitute the ultimate premises of economic science, the position I have taken is identical with that of the four great writers I have named; and I have endeavored also to follow the method of combined deduction and verification by comparison with facts, which was theirs, and which is, as I believe, the only fruitful, or indeed possible method in economic inquiry. Nor do the final conclusions which I have reached differ very widely on any important points from those at which they had arrived. The points on which I have ventured to join issue with them are what, in Bacon's language, may be called the axiomata media of the science - those intermediate principles by means of which the detailed results are connected with the higher causes which produce them. If I have not deceived myself, there is in this portion of Political Economy, as at present generally received, no small proportion of faulty material; and the present work may be regarded as an attempt, so far as it goes, to replace this element of weakness with matter better fitted to endure the strain of modern criticism. Book excerpt: Excerpt from On the Principles of Political Economy: And Taxation The nineteenth century shows to the student economic theories and the world of facts acting and interacting, each on each, and on the whole coming nearer in the process. Theories must and do influence men, and men theories. If Ricardo overworked deduction, he was the victim of an intellectual fashion which had its uses, performed its task, and made operative alike in theory and in practice the means of its own overthrow. If it be, mediately or immediately, Ricardo's shame to have justified many forms of misery, it is no less Ricardo's glory to have suggested many paths Of escape. Book excerpt: Excerpt from The Postulates of English Political Economy Mr. Bagehot left behind him some materials for a book which promised to make a landmark in the history of economics, by separating the use of the older, or Ricardian, economic reasonings from their abuse, and freeing them from the discredit into which they had fallen through being often misapplied. Unfortunately, he did not complete more than the examination of two of their postulates - the transferability of labour and capital. But these he treated with so much sagacity and suggestiveness as to give us great help in dealing with the others, and I have long been anxious that what he wrote about them should be published in a cheap form, so as to have a wide circulation among students. The fundamental purpose has remained precisely the same: to give the reader a plain statement of the accepted principles of economics a summary of the unsettled problems of the science, and a clear, brief, and impartial outline of the various solutions that have been proposed. A large part of the book has been delivered in the form of lectures to students of my classes at the Presidency College. I have treated at some length the important topics of Socialism, the Gold Discoveries, Monometallism or Bimetallism, as being foremost in the minds of all thinkers on Economics in Europe or in India at the present day. Mr. M'vickar, of Columbia College, New York, has edited this abridgment, and added to the text some valuable notes. Now it is the apprehension of the efi'ect of that work (which is as far as it goes well cal culated for a popular manual) that has induced the author of the following sheets to publish the results of some investigations on the subject which were originally intended for his private use. They are given to the Press with every respect for the talents of Mr. Ricardo and those of his distinguished supporters. We are in fact well convinced that if the principles of this theory (which are founded on circumstances completely con trasted to those that are peculiar to our own country) should be adopted as texts for lectures in our Colleges and Universities, it will greatly retard the progress of this important science among us.
