As the maritime domain is so large, it is difficult to control and to police—a fact which has been successfully exploited by terrorist groups. Such groups now have access to more sophisticated weaponry than ever before, resulting in a quantum leap in their potential effects, such as the possibility of closing the Strait of Hormuz. Weapons such as drones, anti-ship missiles and armor-defeating, shoulder-launched rockets were previously only available to national armed forces, but they are now proliferating to non-state and anti-state groups. Groups such as Al-Qaeda have proven that they possess the skills, weaponry and intelligence to conduct well-planned and successful operations, even against hardened targets. Oil and gas infrastructure presents particularly valuable targets to terrorist groups, as it represents a key dependency of the global economy. Significant parts of the UAE’s critical national infrastructure (CNI) cover large geographical areas such as ports, LNG terminals and planned nuclear power plants. Small/fast boat attacks have already been proven to be an effective weapon against maritime targets. Better maritime domain awareness (MDA) will benefit all maritime stakeholders, from military warships right down to small leisure craft. It requires effective systems, suitably trained staff and high-quality and experienced analysts to build a clear, recognized maritime picture (RMP), and to weed out the clutter among busy shipping lanes and port entrances, as well as in open waters. Intelligence agencies everywhere are traditionally jealous of each other’s assets, their sources and their intelligence reports. It is accepted that there must be some firewalls between agencies and departments in order to maintain the ‘need to know’ principle. Inter-agency intelligence co-operation does, however, need to be encouraged in a climate of mutual trust, or we risk missing a potentially vital piece of the overall picture which should have been available to us. Intelligence assets and agencies must be complementary, not competitive, if they are to be successful. Intelligence staff at all levels must embrace the concept that no single agency will ever know the full picture.

After discussing the overlaps and distinctions between piracy and maritime terrorism, this book considers how the International Ship and Port Facility Security Code, and other vessel identification and tracking measures in the 1974 International Convention for the Safety of Life at Sea, would be likely to reduce the risk of terrorist attacks at sea. It explains how the 1982 United Nations Convention on the Law of the Sea is less than clear on the powers of states to protect offshore installations, submarine cables and pipelines from interference by terrorists. In light of these uncertainties, it considers how the 2005 Protocol to the Convention for the Suppression of Unlawful Acts Against Maritime Navigation, the doctrine of necessity and states’ inherent self-defence rights might apply in the maritime security context. A significant contribution of the book is the formulation of the Maritime Terrorism Threat Matrix, which provides a structured framework for examining how maritime terrorism incidents have occurred, and might occur in the future. The book also examines the relevant national maritime security legislation for preventing maritime terrorist attacks in the United Kingdom and in Australia. Book excerpt: In order to understand Germany’s foreign policy towards the Gulf Region it is necessary to keep in mind that among all of its major institutions, political parties and foreign policy actors there is a broad consensus on a set of parameters best defined within three imperatives: “never again” (referring to historical legacies, especially the Holocaust); “never alone” (referring to multilateral approaches predominantly within a European Union [EU] and transatlantic context); and “with peaceful means only” (referring to Germany’s role model as a civilian power). All major political actors agree that this is the basis of German foreign policy in any part of the world, and certainly in the most sensitive area of the Greater Middle East. Furthermore, it is necessary to keep in mind that historical legacies – in particular German policies towards Israel – do play a predominant role and will probably continue to do so in the foreseeable future. In practical terms, however, there is no comprehensive policy towards the Greater Middle East. German foreign policy itself is divided into different approaches between the Maghreb, the Mashreq, and the Gulf region and it is, of course, implemented with the help of EU coordination whenever possible. Widespread reluctance to develop initiatives and approaches beyond a European context allow for a simple characterization—Germany’s foreign policy towards the Greater Middle East is still dominated by economic interest and only in very rare aspects by security or strategic considerations. From a general perspective, its lack of a coordinated strategic approach characterizes one of the central weaknesses of Germany’s foreign policy, which has become increasingly global over the last few years and should concentrate on developing a strategy specifically adapted to the needs of the region. However, expectations that such a policy will be eventually implemented can hardly be based on optimism. Germany’s Gulf region policy will continue to be dominated by historical legacies; a clearly felt partnership with (in less positive words, ‘dependency on’) the United States; Germany’s consolidation in EU integration; and by a preoccupation with economic issues (the debate about Iran’s nuclear program being the only marked exception). This paper explores legacies and parameters of German and EU policies towards the Arabian Gulf region and discusses necessary changes in order to expand mutual cooperation.

Book excerpt: The strength of the initial revolutionary movements in Tunisia, Egypt, Libya or Syria lay in not having a specific leadership. Rather, these movements comprised men and women from different classes, backgrounds and religions, all coming together. In Egypt this was very apparent – many came together from a variety of secular, leftist and Islamist groups – there was no leadership. It was clear from the very beginning that these were not ‘Islamist revolutions’ as some labeled them. The Islamists in many of these countries joined the efforts afterwards; in fact, in the beginning the Islamists were very hesitant to become involved. The first to push the Islamist movement to participate were the young members of Tunisia’s Al-Nahda. For the Muslim Brotherhood in Egypt, the group’s leadership initially said that they would not be involved, but they were then encouraged to do so by the younger generation. Within the Brotherhood it was quite clear that there was – and remains – a fracture concerning strategy. Whilst the lack of a central leadership brought the initial movements strength, it was to become their weakness. Why? We know now that following the removal of the dictators it quickly became apparent that there was a lack of vision and clarity about what the people actually wanted. All we know is what they didn’t want; so we are still unsure as to what the future will hold. Across the board, the movements’ early strength became their weakness. From the secularists to the Islamists, these pertinent questions persist: what is the future and what do they want? These questions must be applied from the outset in order to understand the strengths and weaknesses of these movements. Ultimately, the situation is complex, with many issues to consider; this is where we are—a complex region facing complex challenges with complex dimensions. Consequently, it pays to be cautious when attempting to predict future developments in Muslim-majority countries. The current period is quite critical—a turning point. Something has changed and we can’t go back. It is now up to the young generation, even the Islamists. My position on this is quite clear – it can’t be done by killing or torturing people – if someone is dealing with politics, be they secular or Islamist, it doesn’t matter; as long as he or she is non-violent and respects the rule of law and the democratic process, he or she is entitled to be involved in the process and be part of the political discussion. Why? because is it good for all of us; it is good for you because there is nothing in Islam – and this is my position – that says that religion should take over the state. It should be about democratic and majority processes—this is Islamic.

Depending on local conditions and the availability of adequate funding, the fourth wave will continue to expand the number and geographic scope of the countries that are surveyed. Book excerpt: The Arab military intervention in Yemen restored trust in the Arab national security system with its Gulf leadership and also revealed the level of Arab world awareness in terms of addressing regional and international shifts independently. Therefore, the effect of this step – regaining lost balance and taking the initiative after years of passivity and defensiveness – goes beyond Yemen to affect the entire region. The lecture concluded that the Saudi-led Arab military intervention to restore legitimacy in Yemen is indeed a historic opportunity—an opportunity that must be harnessed in a way that builds an Arab military force capable of defending Arab security in the face of imminent threats. This is especially important considering the increasing conflicts and competition between several regional and international powers in the Arab world as well as the shifts in Middle East foreign policies of certain major powers, such as the United States of America. These changes highlight the fact that the region needs to rely on itself to defend its interests. The Iran nuclear deal – signed by Iran and major powers in July 2015 – has created a new reality in the region. This is especially the case with regard to Tehran’s relations with international powers, particularly the United States of America. Iran’s position within the policies toward the region and its interests is something that the Arabs must deal with from a position of both strength and initiative.

EU and US involvement in fighting piracy off the Horn of Africa had already laid bare the nexus between their security interests and protracted crises in sub-Saharan Africa. But the new centrality acquired by the Sahel after the Arab uprisings – particularly after Libya’s civil war – has elevated this nexus to a new, larger dimension. The centre of gravity of Europe’s security may be swinging to Africa, encompassing a wide portion of the continental landmass extending south of Mediterranean coastal states. The recrudescence of the terrorist threat from Mali to Algeria might pave the way to an American pivot to Africa, thus requiring fresh thinking on how the European Union and the United States can better collaborate with each other and with relevant regional actors.

The fact is that the security of the Red Sea, Bab el-Mandab Straits, Gulf of Aden, and Arabian Sea, are among the world’s busiest waterways. Yemen’s cooperation with the international community is part of an ambitious effort to improve security worldwide and this cooperation will develop further. Given the strong and multilateral interest of the international community in the Red Sea, Bab el-Mandeb Straits, the Gulf of Aden and Arabian Sea, the littoral states must do their best to provide sufficient security against piracy in order to achieve stability in the region and worldwide. The international community and regional countries should agree on means that can be taken by each respective state individually and collectively. Maritime safety is considered an essential element of economic security for Arab countries and the rest of the world, and therefore the Arab world should support and back international and regional joint efforts. Such regional endeavors to protect maritime shipping lanes from any threat including piracy, in addition to capacity building of maritime security workers, all represent the core of bilateral and multilateral partnership among concerned maritime organizations and Arab states. Because of this it is important for Arab states to expand their diplomatic relations regionally and internationally on the basis of enhancing their security capabilities, including access to necessary training, joint naval maneuvers, and keep up with international maritime developments.
