Discussion groups were undertaken with 24 professionals and advisers in touch with people who claim or may be entitled to claim DLA or AA. Book Synopsis The G.I. Bill by : Kathleen J. Frydl
Download or read book The G.I. Bill written by Kathleen J. Frydl and published by Cambridge University Press. This book was released on 2011-08-11 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Scholars have argued about U.S. state development - in particular its laggard social policy and weak institutional capacity - for generations. Neo-institutionalism has informed and enriched these debates, but, as yet, no scholar has reckoned with a very successful and sweeping social policy designed by the federal government: the Servicemen's Readjustment Act of 1944, more popularly known as the GI Bill. Kathleen J. Frydl addresses the GI Bill in the first study based on systematic and comprehensive use of the records of the Veterans Administration. Frydl's research situates the Bill squarely in debates about institutional development, social policy and citizenship, and political legitimacy. It demonstrates the multiple ways in which the GI Bill advanced federal power and social policy, and, at the very same time, limited its extent and its effects.
Book Synopsis Review of International Evidence on the Cost of Disability by : David C. Stapleton
Download or read book Review of International Evidence on the Cost of Disability written by David C. Stapleton and published by . This book was released on 2008 with total page 53 pages. Available in PDF, EPUB and Kindle. Book excerpt: A review of the international literature on the extra costs of disability was undertaken in the context of an assessment of two disability allowance programs in the United Kingdom: Disability Living Allowance (DLA) and Attendance Allowance (AA). The aim of allowance programs is to provide recipients (individuals or families) with financial resources that they can use in a flexible and efficient manner to improve their own lives. There is evidence that allowance programs can outperform other programs that pay directly for specific services. If the objective of allowance programs is to efficiently help recipients raise their standard of living, then the conceptually appropriate way to set the amount of the allowance would be to estimate how much additional income recipients would need to increase an operational measure of their standard of living to some target level. The amount of the additional income establishes an expenditure equivalence definition of the extra cost of disability. The few studies that have used the expenditure equivalence approach to measure the extra cost of disability, in the UK, Ireland, the United States and Australia, all found that the extra costs of disability are very large when expressed as a share of household income. The review concludes that a sounder approach to assessing AA and DLA would rely on collecting comparable expenditure data from samples of AA and DLA households. The report appendices include a summary of disability allowance programs from selected countries.

Download or read book Progress on Tackling Pensioner Poverty written by Great Britain: National Audit Office and published by The Stationery Office. This book was released on 2006-07-21 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2002 report Tackling pensioner poverty: encouraging take-up of entitlements (ISBN 0102919577) examined efforts by the Department for Work and Pensions to increase the take-up of benefits by pensioners. It was followed by a report from the Committee of Public Accounts (ISBN 0215009347) that made a number of recommendations. This report looks at the changes the Department have made against those recommendations and the challenges that remain. The overall conclusion is that the Pension Service has made substantial progress in helping pensioners secure their entitlements, using new and thought through approaches. However there is more to be done. This report is accompanied by a technical report that describes the methodology and findings in greater detail.

Book Synopsis Decision-making and Disability Living Allowance by : Northern Ireland Audit Office
Download or read book Decision-making and Disability Living Allowance written by Northern Ireland Audit Office and published by The Stationery Office. This book was released on 2005-06-16 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report examines how the Social Security Agency (Northern Ireland) applies the complex rules which affect eligibility for Disability Living Allowance (DLA). Despite progress since 1998 in reducing the volume of DLA claims held by the Agency and improved accuracy, there is still scope for further improvement. The speed of decisions has been adversely affected by several factors. There should be improvements in the training of frontline staff, and further improvements in information technology solutions. Fewer cases should be referred to the Agency's Medical Support Services. The identification of errors in decision-making by the Agency has improved, for example, through the use of the Periodic Enquiry process. There has been a significant increase in the number of appeals by claimants, since the decision-making procedures were changed in October 1999. Decision-makers should make more use of personal communication with claimants to collect initial or follow-up evidence, and this is especially important as DLA applicants are unlikely to have a detailed grasp of the disability eligibility rules. If the Agency aimed for a 10 per cent reduction in DLA / Attendance Allowance appeals the saving would be in excess of £190,000 per year.
