The authors propose a model of it by means of an illustration from the example of Poland, which envisages the free provision of shares in formerly public undertakings to employees and consumers, and the provision of corporate finance from foreign intermediaries. One danger that emerges is that of bureaucratization. On the broader canvas, mass privatization implies the reform of the whole system, the creation of a suitable economic infrastructure for a market economy and the institutions of corporate governance. The authors point out the need for a delicate balance between evolution - which may be too slow - and design - which brings the risk of more government involvement than it is able to manage. A chapter originating as a European Bank working paper explores the banking implications of setting up a totally new financial sector with interlocking classes of assets. The economic effects merge into politics as the role of the state is investigated. It also examines the role of contemporary planning within the overall development of Central and Eastern European cities. The conclusion demonstrates the similarities and differences between Central and Eastern European cities and their re-integration into global networks.

Book excerpt: This paper argues that the brunt of the reform-induced increase in Polish social expenditures has been borne by social insurance arrangements (mainly pensions and unemployment compensation) rather than by social assistance schemes targeted to the poor or more temporary social safety net schemes. This is largely due to ease of access to social security and its more attractive benefit structure. Much of recent social expenditure reform had an ad-hoc nature and was driven by the need to alleviate looming financial distress. A major policy challenge is to avoid a further burdening of social security by needs that should be addressed by basic income support and emergency assistance policies or by general transfers (e.g., family allowances). Current reform needs are illustrated by using unemployment benefits and pensions as examples.

Book excerpt: The book analyzes the topic of judicial reforms in four countries of South-East Europe, focusing on two specific factors that have influenced the reforms in the past two decades: the role played by the European Union in light of the east Enlargement process and the legacies of the communist regimes. Specifically, the aim is to account for similarities and differences in the reform paths of Slovenia, Romania, Croatia, and Serbia. In each country, in fact, the influence of the EU policies has been differently mediated by national factors that, broadly conceived, may be considered as expressing the legacies of the past regimes. In some cases, these legacies challenged judicial reforms and inhibited the influence of the EU; in other cases, they were positively overcome by following the route suggested by the EU. Some explanatory factors for these differences will be proposed drawing from democratization studies, Europeanization literature, and comparative judicial systems. The book focuses on countries having different status vis-a` -vis the EU and differently involved, in term of timing, in the EU accession process: some of them are new member states entered in 2004 (Slovenia) or in 2007 (Romania); others were, until recently, acceding countries (Croatia) or candidates to the membership (Serbia). This book addresses several new approaches to electoral reform. First, the scope of the study of electoral reform has been expanded. Second, contrary to previous studies of electoral reform, the conviction that the determinants of reform can be explained by one single approach has been replaced by a belief in a more comprehensive framework for analysis. Third, we move beyond political parties (acting in parliament and government) as the most significant source of electoral reform. Fourth, a focus on the determinants of electoral reform allows us to include motivations and objectives of electoral reform. A final advancement in the study of electoral reform is the inclusion of countries other than ‘established’ democracies. This book was published as a special issue of West European Politics.
