Book excerpt: Coalition Management and Escalation Control in a Multinuclear World examines the impact of new technologies on twenty-first-century crisis management and armed conflict, as well as the unprecedented number and types of actors involved in current and potential flash-points. The book's basic thesis is that new technologies are changing how wars are fought and providing a broadening range of escalation options. Cyber weapons and artificial intelligence, as well as social media, blur traditional escalation thresholds with important consequences for deterrence. Nuclear weapons possessors, especially nations and powers new to their use, may have differing strategies concerning how, when, why, or where such weapons should be used either for purposes of deterrence or as actual warfighting instruments. Today's global map differs drastically from all previous eras, not only in the types and numbers of actors but also in the level of lethality, as well as the range and accuracy of weapons available with which to threaten or actually conduct battle. A world of Great Power competition, together with non-state armed groups contains risks for miscalculation including the possibility of catalytic warfare.

Book excerpt: This book discusses the rise of polarity as a key concept in International Relations Theory. Since the end of the Cold War, until at least the end of 2010, there has been a wide consensus shared by American academics, political commentators and policy makers: the world was unipolar and would remain so for some time. By contrast, outside the US, a multipolar interpretation prevailed. This volume explores this contradiction and questions the Neorealist claim that polarity is the central structuring element of the international system. Here, the author analyses different historic eras through a polarity lens, compares the way polarity is used in the French and US public discourses, and through careful examination, reaches the conclusion that polarity terminology as a theoretical concept is highly influenced by the Cold War context in which it emerged. This volume is an important resource for students and researchers with a critical approach to Neorealism, and to those interested in the defining shifts the world went through during the last twenty five years.

Book excerpt: The realists' concern for power in the global perspective is evident and persuasive throughout as Plischke chooses to focus on concepts such as national interests; vital interests; and national purposes, goals, and policy perspectives. The author also looks at national planning and strategy and at the general concept of decision making in foreign policy. A must for graduate students in international relations and therefore for the libraries that support them. Choice This volume provides a broad survey of ideas, literature, and national practice concerning the principal constituents of foreign relations. Much has been written concerning the elements of foreign policy but little has been done to define their meanings and to meld them into an integrated volume. This study is based on a broad survey of English-language commentary on foreign affairs, and on the development of American concepts, interpretations, and commentary. The treatment is historic, explanatory, and systematic. The object is to progress from perceptions and ideas to usable terminology and concrete meanings. The overall goal is to distill from these commonly used concepts their essential and universal meanings.

Available in PDF, EPUB and Kindle. Book excerpt: In the 1970s tactical nuclear warfare was a topical issue. The introduction of the new generation of tactical nuclear weapons into Europe could have had disastrous consequences. These new weapons had already been developed by nuclear-weapon laboratories and pressures were growing for their deployment. On first sight, smaller and more accurate nuclear weapons may seem more humane and militarily preferable to the relatively high-yield tactical nuclear weapons currently deployed. But some of these new types of weapons would blur the distinction between nuclear and conventional weapons and their use would make escalation to strategic nuclear war extremely likely. Indeed, the argument for these new weapons is that their use in wartime is more credible (and therefore ‘acceptable’) than current types of tactical nuclear weapons. This perception could easily lead to the exceedingly dangerous idea that some types of tactical nuclear war were ‘winnable’. The fact has to be faced that any use of nuclear weapons is almost certain to escalate until all available weapons are used. To believe otherwise is to believe that one side will surrender before it has used all the weapons in its arsenal. History shows that this is most unlikely to happen. Because of its importance, SIPRI organized a meeting to discuss the whole question. Originally published in 1978, this book is the outcome of that meeting.

Contents: proliferation in the emerging international order; nuclear proliferation incentives and disincentives; emerging nuclear states: thinking through issues and options (Ukraine, Pakistan, North Korea, Iran, and non-state actors); rethinking U.S. proliferation policy for the future; recommendations.
