Many commentators have observed a wider sense of crisis in international law as governments of different ideological stripes withdraw or threaten to withdraw from international organisations and treaties. There are different political forces behind all of these cases, but they all use the same basic device in international law – a treaty withdrawal clause. This book focuses on withdrawal clauses within multilateral treaties, providing a detailed overview of their operation, drawing on a range of case studies including Brexit, nuclear weapons treaties and investment arbitration agreements. The obligations a withdrawal clause places on a withdrawing state help regulate the withdrawal process, providing a notional form of stability. Using insights from international relations theory and legal theory, this book unpacks how and why the law of withdrawal operates and what its limitations are.

Available in PDF, EPUB and Kindle. Book excerpt: The UK has generally leaned towards intergovernmental rather than supranational relations despite the significant restrictions on their sovereignty that 47 years of EU membership have entailed. These supranational constraints were not only a cause behind their attempt precisely to ‘take back control’ but have also been especially present during the process of Britain’s withdrawal from the Union. Thus, this book brings together the many valuable lessons the British have left us with concerning the legal and procedural constraints that are placed on an EU Member State’s withdrawal and which have also led to a post-Brexit Britain that continues bound by important supranational features that have crossed over from their abandoned membership into their new relationship with the EU.

Book excerpt: The withdrawal of Soviet troops is a so far largely unresearched process of international political and military reorganization after 1989/90, which was accompanied by political, economic, social and geopolitical factors that had different effects in different nations. The anthology contains national studies that examine the withdrawal from a scientific perspective. But it also analyses the international conditions that led to the geopolitical reorganization and reduction of weapons. In addition to the country studies, the reforms and the collapse of the Soviet empire are examined from a military-political perspective in order to make the conditions for returning home understandable. Finally, the legacy of the retreat is also considered in the light of current policies and the current threats to the countries of East Central Europe from the increasing aggression in this geopolitical space.

Available in PDF, EPUB and Kindle. Book excerpt: The Australian Guidelines for the Treatment of Alcohol Problems have been periodically developed over the past 25 years. In 1993, the first version of these guidelines, titled: ‘An outline for the management of alcohol problems: Quality assurance in the treatment of drug dependence project’ was published (Mattick & Jarvis 1993). The Australian Government commissioned an update a decade later (Shand et al. 2003) and a further edition in 2009 to integrate the Guidelines with the Australian Guidelines to Reduce Health Risks from Drinking Alcohol (National Health and Medical Research Council, NHMRC 2009; Haber et al., 2009). The present version of the Guidelines was also commissioned by the Commonwealth of Australia to remain current and integrated with the updated NHMRC consumption guidelines (2020). In order to ensure that guidelines remain relevant, the next set of guidelines should be updated in 2025, consistent with NHMRC recommendation that guidelines be updated every five years. These guidelines aim to provide up-to-date, evidence-based information to clinicians on available treatments for people with alcohol problems and are largely directed towards individual clinicians in practice, such as primary care physicians (general practitioners, nursing staff), specialist medical practitioners, psychologists and other counsellors, and other health professionals. Some chapters highlight service or system level issues that impact on clinicians and their patients. These include recommendations concerning Aboriginal and Torres Strait Islander peoples, culturally and linguistically diverse groups, stigma, and discrimination. Elsewhere, organisation capacity is implied, such as medical resources for withdrawal management where recommendations indicate use of medications. As all forms of treatment will not be readily available or suitable for all populations or settings, these guidelines may require interpretation and adaptation.

Available in PDF, EPUB and Kindle. Book excerpt: Like most discussions within the tradition of rights-talk, this study is motivated by the desire to promote the idea that rights are moral assets that people should acquire in the course of their membership within social and political frameworks. However, while most participants in rights-talk concentrate on the safety and protection constraints required for a successful exercising of rights, the present study inquires into the circumstances under which people's rights lose their validity. The author believes that if we want to prevent the erosion of the role of rights within society and to encourage their obligatory status, we should prevent their misuse, or their unjustified or excessive use. Those who have interests in rights, and are concerned about their withdrawal or denial, will find a unique and inventive way of dealing both with the use, as well as the abuse of rights.

Available in PDF, EPUB and Kindle. Book excerpt: Known as the graveyard of empires, Afghanistan has now been singled out as Obama’s “just war,” the destination for an additional thirty thousand US troops in an effort to shore up an increasingly desperate occupation. Nick Turse brings together a range of leading commentators, politicians, and military strategists to analyze America’s real motives and likely prospects. Through on-the-spot reporting, clear-headed analysis and historical comparisons with Afghanistan’s previous occupiers—Britain and the Soviet Union, who also argued that they were fighting a just and winnable war—The Case for Withdrawal From Afghanistan carefully examines the current US strategy and offers sobering conclusions. This timely and focused collection aims at the heart of Obama’s foreign policy and shows why it is so unlikely to succeed.

Available in PDF, EPUB and Kindle. Book excerpt: Subsidence of geologic surface structures due to withdrawal of fluids from aquifers and petroleum reservoirs is a phenomenon experienced throughout the world as the demand for water and hydrocarbons increases with increasing population growth. This book addresses the definition and theories of subsidence, and the influences of unique conditions on subsidence; it includes discussions of specific field cases and a basic mathematical model of reservoir compaction and accompanying loss of porosity and permeability. The book is designed as a reference for readers giving immediate access to the geological events that establish conditions for compaction, the mathematical theories of compaction and subsidence, and practical considerations of field case histories in various regions of the world.
