To settle these doubts and to incorporate the grantees, a special act of the Illinois legislature was passed on February 16, 1859, incorporating the grantees under the city ordinance as the Chicago City Railway Company, for a period of twenty-five years, and authorizing the construction and operation of street railways upon terms and conditions provided by the common council. Authority was also given to extend the lines to any part of Cook County, by the exercise of the power of eminent domain, or with the assent of the supervisor of any township for laying tracks in the highways. The same powers were granted to an other group of individuals, as the North Chicago City x Railway Company, for the north division of the city and county. It has had nothing akin to the milk of human kindness in its policy toward this company, for even when the strike was on it encouraged the strikers, and did all it could to embarrass the situation and prolong the inconvenience to the public of being deprived of transit facilities. It will very likely be necessary for you at the outset to begin operations with men who have had experience in street railway work, but very soon your General Manager will find it to be to your advantage to engage young men and train them himself. We in Glasgow rarely engage a man who has been in street railway work before, and we have made it a rule never to reengage a man who has been in our service. A strict medical examination you will find to be absolutely necessary, and, as you will find no difficulty in obtaining applications from suitable young men, you will be able to fix the standard very high. We engage all our men on the understanding that, after serving for a few months conducting a car, they must, when asked, go through the motor school and learn to drive a car.
