Book excerpt: Excerpt from The Strategy of Minerals: A Study of the Mineral Factor in the World Position of America in War and in Peace Commercial geology will furnish an important chapter in the story of industrial development that will write itself in the decades immediately following the, Great War. The essential rele that minerals played in the great struggle between autocracy and democracy and the part they now will have in the reconstruction of the world furnish the subjects for discussion here presented by a group of geologists in the Government service. In their effort to make the Nation's minerals count their utmost in the war crisis, these specialists have learned to see with broader vision the use that may be made of these natural resources. It is now necessary to plan the larger reorganization of industry for the years of peace that are to follow. In this strategy of a nation full use of our mineral resources is demanded, as well as the best use of our man power. Available in PDF, EPUB and Kindle. Book excerpt: Strategic minerals are a major element of resource geopolitics. The US has always provided the umbrella for the West and is now the global policeman on strategic mineral supply. As the global economic system has developed it has become increasingly clear that the geopolitical balance in global mineral supply is focused on the countries of the former Soviet Union, China and South Africa. The entire import list of US non-fuel minerals is examined in the context of import dependence, the criticality of end-use and the vulnerability of sources. This analysis builds up a complete picture of the varying levels of vulnerability for each mineral, allowing lists of both key and marginal strategic minerals to be compiled. The major sources of these minerals and their relative potential problems of supply are considered. These problems range from geopolitical concerns to the monopolistic agency of multinationals and cartels to the mechanistics of sea-line communications. The book concludes with an assessment of present and future scenarios based on shifting geopolitical influence at the global level, outlining countermeasures, both actual and potential.

It was prepared by the U.S. Department of Energy (DoE) based on data collected and research performed during 2010. In the report, DoE describes plans to: (1) develop its first integrated research agenda addressing critical materials, building on three technical workshops convened by the DoE during November and December 2010; (2) strengthen its capacity for information-gathering on this topic; and (3) work closely with international partners, including Japan and Europe, to reduce vulnerability to supply disruptions and address critical material needs. Common examples include copper used in electrical wiring and titanium used to make airplane frames and paint pigments. The Information Age has ushered in a number of new mineral uses in a number of products including cell phones (e.g., tantalum) and liquid crystal displays (e.g., indium). For some minerals, such as the platinum group metals used to make cataytic converters in cars, there is no substitute. If the supply of any given mineral were to become restricted, consumers and sectors of the U.S. economy could be significantly affected. Risks to minerals supplies can include a sudden increase in demand or the possibility that natural ores can be exhausted or become too difficult to extract. Minerals are more vulnerable to supply restrictions if they come from a limited number of mines, mining companies, or nations. Baseline information on minerals is currently collected at the federal level, but no established methodology has existed to identify potentially critical minerals. This book develops such a methodology and suggests an enhanced federal initiative to collect and analyze the additional data needed to support this type of tool.

Book excerpt: This book covers a broad spectrum of issues shaping the current paradigm of minerals sector governance. The ultimate aim of the book is to understand trends and developments in mineral law and policy occurring at international, regional, cross-border and in some selected cases at national level and also to identify some of the challenges lying ahead. With these objectives in view, the book brings together a representative selection of the most knowledgeable authors on the subject. The contributions deal with a diverse range of issues tackled from interdisciplinary perspectives. Topics are divided into five main chapters: international and comparative aspects of mineral law; actors and policies in the minerals industry; investment prospects, financial and fiscal issues; sustainable development and regional outlooks. The book aspires to serve as a useful reference for scholars, practitioners, students and all those with an interest in current developments in the areas reviewed. Elizabeth Bastida is the Rio Tinto Research Fellow and the Director of the Mineral Law and Policy Programme at the Centre for Energy, Petroleum, Mineral Law and Policy at the University of Dundee (CEPMLP/Dundee). Thomas W?lde is the Professor of International Economic, Natural Resources and Energy Law and was (until 2001) the Executive Director of CEPMLP/Dundee. Available in PDF, EPUB and Kindle. Book excerpt: As the importance and dependence of specific mineral commodities increase, so does concern about their supply. The United States is currently 100 percent reliant on foreign sources for 20 mineral commodities and imports the majority of its supply of more than 50 mineral commodities. Mineral commodities that have important uses and face potential supply disruption are critical to American economic and national security. However, a mineral commodity's importance and the nature of its supply chain can change with time; a mineral commodity that may not have been considered critical 25 years ago may be critical today, and one considered critical today may not be so in the future. The U.S. Geological Survey has produced this volume to describe a select group of mineral commodities currently critical to our economy and security. For each mineral commodity covered, the authors provide a comprehensive look at (1) the commodity's use; (2) the geology and global distribution of the mineral deposit types that account for the present and possible future supply of the commodity; (3) the current status of production, reserves, and resources in the United States and globally; and (4) environmental considerations related to the commodity's production from different types of mineral deposits. The volume describes U.S. critical mineral resources in a global context, for no country can be self-sufficient for all its mineral commodity needs, and the United States will always rely on global mineral commodity supply chains. This volume provides the scientific understanding of critical mineral resources required for informed decisionmaking by those responsible for ensuring that the United States has a secure and sustainable supply of mineral commodities.
