Book excerpt: Less than a year after the United States entered the Second World War, Nicholas Spykman wrote a book that placed the war effort in the broader context of the 1940s global balance of power. In America's Strategy in World Politics, Spykman examined world politics from a realist geopolitical perspective. The United States, he explained, was fighting for its very survival as an independent country because the conquests of Germany and Japan raised the specter of our geopolitical encirclement by hostile forces controlling the power centers of Europe, the Middle East, and East Asia. Spykman warned that the United States could not safely retreat to a defensive position in the Western Hemisphere. Spykman looked beyond the immediate strategic requirements of the Second World War, envisioning a postwar world in which the United States would help shape the global balance of power to meet its security needs. Even though Soviet Russia was our wartime ally, Spykman recognized that a geopolitically unbalanced Soviet Union could threaten to upset the postwar balance of power and thereby endanger U.S. security. Spykman also foresaw the rise of China in postwar Asia, and the likely need for the United States to ally itself with Japan to balance China's power. He also recognized that the Middle East would play a pivotal role in the postwar world. Spykman influenced American postwar statesmen and strategists. During the Cold War, the U.S. sought to deny the Soviet Union political control of Western Europe, the Middle East, and East Asia. Spykman's geopolitical vision of U.S. security, supported by a balanced Eurasian land mass, coupled with his focus on power as the governing force in international relations, makes America's Strategy in World Politics relevant to the twenty-first century.

Book excerpt: The role of third world countries in the grand strategies of great countries has always been uncertain. Having a low GNP, and consequently little real or latent military power, third world nations were considered unimportant from a military point of view. Yet great powers have traditionally been deeply involved in the periphery. Political scientist Michael Desch resolves this paradox, arguing that such areas can be of key importance for a variety of reasons. His discussion of the role third world nations can play in strategic matters is of particular relevance to developments in the post-Cold War world. When the Third World Matters examines U.S. strategy relating to Latin America at four critical points in history: World War I, World War II, the Cuban missile crisis, and the later Cold War. Desch shows how areas that appeared to have no inherent strategic interests nonetheless proved significant, either as a stopping point or entry way to some other, strategically important, area or as a foil to direct a rival power's attention from the main theater of action. The lessons learned from these cases, he argues, are of particular relevance to the making of U.S. post-Cold War strategy elsewhere in the third world - in Africa, the Middle East, or South Asia.

Book excerpt: The Incoherent Neighbour challenges standard narratives of the early Cold War that identify a neglect of the Western Hemisphere in the initial formulations of containment strategy. Such traditional accounts overlook the integral role of George C. Marshall, during his tenure as Secretary of State, in translating the abstract concepts of containment into the specific context of Latin America. Marshall did not introduce a Cold War framework to the Western Hemisphere however; rather he identified the Western Hemisphere as a particular theatre for an asymmetric response in the psychological struggle with the Soviet Union. Marshall sought to project a positive image of the US and demonstrate a symbolic example of solidarity in its sphere of influence through a renewed commitment to the Good Neighbour Policy. A number of significant tensions left unreconciled ensured that incoherence remained the defining feature of this strategic approach however. Marshall failed to understand that the lessons of the Good Neighbour Policy no longer remained applicable to a region transformed by a rising tide of expectations for political and economic development. The legacies of Marshall as the first global strategist and saviour of Europe are undermined by his unsuccessful strategy in the Western Hemisphere between 1947 and 1948.
