Critical to the evaluation of how well the changes and initiatives launched by CSRA have affected the way over 2.1 million federal civilian employees are managed are the views of those in the business --i.e., Federal personnel specialists. These individuals are responsible for ensuring that personnel actions taken every day throughout the Federal Government adhere to the laws, regulations, and policies intended to guide these actions, while also ensuring that their agencies are able to effectively utilize their work forces toward mission accomplishment. In order to gain the benefits of personnel specialists' insight and experiences, the U.S. Merit Systems Protection Board (MSPB) surveyed these employees to determine their perceptions concerning the operation of the civil service system. Results from our survey indicate that although personnel specialists do not believe some personnel programs are meeting the needs of employees and managers as intended by CSRA, many see positive benefits in personnel programs and initiatives of recent years.
