They continue to plot attacks against our homeland and our allies and partners around the globe. In an op-ed just a few weeks ago Peter Bergen asserted that, and I quote, "From Aleppo in western Syria to Fallujah in central Iraq, Al Qaeda now controls territory that stretches more than 400 miles across the heart of the Middle East. Indeed, Al Qaeda appears to control more territory in the Arab world than it has done at any time in history." Al Qaeda appears to be a growing threat. These trends are disturbing and lie in stark contrast to the President Obama's wishful narrative that Al Qaeda is on a path to defeat. While the President seeks an end to war on terrorism and is not providing the leadership necessary for our efforts in Afghanistan, Al Qaeda seeks a continued war against the United States and the West. This is the reality, and this is what our policy and strategy must address. To do otherwise puts the United States and our interests across the globe at dire risk.

Book excerpt: This report seeks to better understand why the Islamic State of Iraq and the Levant (ISIL) has been more successful than its predecessor organization, al Qaeda, in recruiting individuals within the United States. The authors consider whether the demographic profile of individuals drawn to foreign terrorist organizations (FTOs) has changed over time or whether new groups are more successful appealing to the same segment of the population. They take an expansive approach, analyzing all known cases of U.S. citizens or persons within the United States connected to a FTO with Islamist orientation since September 11, 2001, and use consistent criteria for inclusion and exclusion to identify individuals meeting this definition, and coding multiple demographic variables. They then conduct a quantitative analysis of the entire population, as well as the population broken down by group and by role (i.e., foreign fighters, homegrown violent extremists, etc.). Their findings reveal that the number of U.S. recruits drawn to al Qaeda and its affiliate groups has declined precipitously, commensurate with the ascent of ISIL, and that the average terrorist recruited by ISIL is not only younger and less educated but more likely to be African American/black or Caucasian/white and a U.S.-born citizen. Historically, terrorist recruits were more likely immigrants of Middle Eastern descent. These findings are relevant to U.S. defense, intelligence, and law enforcement officials, as well as to civilian academic and policymaking audiences, who may be unaware of this altered demographic profile, a perception that could bias counterterrorism policy and efforts.

Book excerpt: In Britain alone, several thousand young Muslims are thought to be part of violent extremist networks. How did they become involved? What are the mechanisms and dynamics through which European Muslims join al-Qaeda and groups inspired by al-Qaeda? This paper explains the processes whereby European Muslims are recruited into the Islamist militant movement. It reveals that although overt recruitment has been driven underground, prisons and other ‘places of vulnerability’ are increasingly important alternatives. It explores the recruitment roles of radical imams, gateway organisations and activists, and highlights the kinds of message that facilitate the recruitment process. It also shows how the Internet has come to play an increasingly significant role. Neumann argues that there is little evidence of systematic, top-down jihadist recruitment in Europe. Rather, the activist leaders of cells increasingly drive the process. The paper explores possible options for European governments wishing to disrupt violent extremist networks, recognising that it will also be necessary to address some of the underlying risk factors that fuel jihadist recruitment. Ultimately, the major challenge for European states lies in constructing more inclusive societies in which the narratives of exclusion and grievance will not resonate to the benefit of recruiters to the extremist cause.

U.S. counterterrorism debates have focused on “formal” Al Qaeda affiliates, and policymakers increasingly are considering options for addressing the range of threats posed by the wider spectrum of groups inspired by—or similar in goals and aspirations to—Al Qaeda. An additional challenge is the fluid nature of the threat, given the apparent fragmentation of Al Qaeda, and Ayman al Zawahiri's struggle to assert leadership of the group in light of challengers such as Islamic State leader Abu Bakr al Baghdadi. Finally, concerns regarding these issues might shape ongoing reevaluations of the federal statutes that underpin current U.S. counterterrorism policy, including the 2001 Authorization for Use of Military Force (AUMF, P.L. 107-40). In addition to the AUMF, Congress has addressed the emergence of Al Qaeda affiliates through a number of channels, including oversight of executive branch counterterrorism policies and practices; authorization and appropriations of U.S. funds for counterterrorism operations; and assistance for partner nations engaged in such operations. Al Qaeda also retains a small but growing presence in Afghanistan. U.S. officials have stated that Al Qaeda still maintains a foothold in Syria through its ties to Jabhat Fatah al Sham (formerly known as the Nusra Front). This report examines the threat posed by Al Qaeda affiliates in the Middle East and Africa as described by U.S. officials and outside observers, as well as the U.S. approach to date in responding to the threat posed by individual groups. The rise of the Islamic State and its rapid territorial expansion across Syria and Iraq has at times eclipsed the attention directed towards Al Qaeda, at least in the public debate. However, U.S. officials have warned that Al Qaeda remains focused on attacking the United States, and that some of its affiliates in the Middle East have the capability to do so. AQ affiliates that have primarily targeted local governments in the region have also turned their efforts to Western interests abroad, aiming at soft targets-such as hotels-frequented by Americans or Europeans. U.S. officials have cautioned that some Al Qaeda affiliates may increasingly turn to this type of high-profile attack as a way of remaining "competitive" for funds and recruits, in light of the wide publicity garnered by the Islamic State. Congressional concerns regarding these issues might shape ongoing reevaluations of the laws that underpin current U.S. counterterrorism policy, including the 2001 Authorization for Use of Military Force (AUMF, P.L. 107-40). These setbacks seemed to herald the Caliphate's death knell, and many now forecast its imminent demise. Yet its affiliates endure, particularly in Africa: nearly all of Islamic State's cells on the continent have reaffirmed their allegiance, attacks have continued in its name, many groups have been reinvigorated, and a new province has emerged. Why, in Africa, did the two major setbacks of 2019 have so little impact on support for Islamic State? The Islamic State in Africa suggests that this puzzle can be explained by the emergence and evolution of Islamic State's provinces in Africa, which it calls 'sovereign subordinates'. By examining the rise and development of eight Islamic State 'cells', the authors show how, having pledged allegiance to IS Central, cells evolved mostly autonomously, using the IS brand as a means for accrual of power, but, in practice, receiving relatively little if any direction or material support from central command. Given this pattern, IS Central's relative decline has had little impact on its African affiliates-who are likely to remain committed to the Caliphate's cause for the foreseeable future.
