Book excerpt: Excerpt from The State House in Boston, Massachusetts It has been said that the beauty and advantages of this situation, which induced the Legislature to make choice of it for the present building, are acknowledged by both natives and foreigners. It vies with the most picturesque scenes in Europe, and will bear comparison with the castle hill of Edinburgh, the famous bay of Naples, or any other most commanding prospect. Previous to its enlargement a few years since, it was de scribed as an oblong building, 173 feet front and 61 deep; it consists externally of a basement story, 20 feet high, and a principal story, 30 feet. This, in the centre of the front, is covered with an attic 60 feet wide, 20 feet high, which is covered with a pediment. Immediately above this rises a dome, 50 feet diameter and 30 feet high; the whole termi nates with an elegant Circular lanthorn. The basement story is finished plain on the wings, with square windows. The centre is 91 feet in length, and formed of arches which project 14 feet; they form a covered walk below, and sup port a colonnade of Corinthian columns of the same extent above. The outside walls are of large patent bricks. The lower story is divided into a large hall or public walk in the centre, 55 feet square, and 20 feet high, supported by Doric columns; two entries, each 16 feet wide, with two flights of stairs in each; and at the ends offices for the Treasurer, Secretary, Adjutant and Quartermaster General. I broke off at that point in the history, when in November, 1776, the Legislature of the State of Massachusetts Bay met for the first time within these walls. No longer Colony or Province, but State! No longer awaiting any "accommodation" with royal authority, but then and thereafter one of the great Union of free and independent States of America - that body of States in union to whom thenceforward belonged the sovereignty which the King of Great Britain was obliged to relinquish. The change of name was significant and it was not reached or established without " great searchings of heart," even in Massachusetts, where rebellion is said to have been at a premium at a very early date. As we review the history of this venerated structure, we cannot fail to recall those men of old whose names are identified with its ancient glories. "There were giants in those days." I am not aware that its doors were ever darkened by Kings or Princes of the earth - excepting when the chiefs of native tribes of Indians may have stood here as delegates of their people or as prisoners and hostages. The Constitution of 1780 is still in force in its essential principles; and these principles are derived in part from the Colony charter of 1629 and the Province charter of 1691. I. The Governor and Company of the Massachusetts Bay (Colony Chapter), 1629-1686. Many of the political institutions of the Massachusetts Colony were the outgrowth of the charter of a business corporation. In granting articles of incorporation to trading companies operating in sections of the Empire in which no government owing allegiance to England had been established, it was the policy of the Crown to empower such companies not only to trade but also to make settlements and exercise political authority in those districts. These trading charters are the parents of the American State constitutions. Such a company was organized in London by a number of small investors in 1628. It obtained "all that part of New England in America" lying between parallels three miles north of the Merrimac and three miles south of the Charles. The next year it secured a royal charter from Charles I, dated March 4, 1629, constituting it the Governor and Company of the Massachusetts Bay in New England. This charter followed the lines of other charters to joint-stock corporations. The stockholders were called freemen of the corporation. They were to elect their officials by ballot on the "last Wednesday in Easter tearme yearely," - the origin of our annual elections at fixed dates. Even New Yorkers, enlightened as to its advan tages by those who go down to the sea in yachts, have learned to think of it respect fully as a very pretty place to which Bos tonians who wish to keep cool, and yet be able to see the gilded dome of the State house through a telescope, hie themselves from June to October. One would sup pose that its accessibility, its coolness, its freedom from either democratic or plutocratic crowds, and the unique com bination of the seaside and the country fore this the people from large cities who wish to be comfortable without being de voured by mosquitoes, to be cheerful without having to be riotous, to get enough to eat without being obliged to fight for it, and to sit on their piazzas without exposure to kodaks, picnickers, or surf flirtation. And yet the comfort seeking public still passes it by in favor of abandoned farms, sylvan camps, islands on the coast of Maine, and the various other refuges from the life of the average sum mer watering-place. Perhaps the reason is to be found in the argument that it is too near Boston, which is a polite way of expressing reluctance to invade the sacred precincts of the most critical society in America for fear of not pleasing. If such be the case, this attitude of caution acts as a two - edged sword, for if there is any plea to be urged against the attractiveness of the North Shore it is that the society is so exclusively Bostonese. Book excerpt: Excerpt from Guide Book for Strangers Visiting the Cupola of the State-House in Boston: Intended to Enable Those Not Acquainted With Localities, the Better to Find the Principal Objects That Are in Sight Before the year 1800, the Legislature of Massachusetts held its session in the building at the head of State Street, where the Post Office was recently located. This present building was commenced in 1795, on land formerly belonging to Governor Hancock on Beacon Hill, and fronting the Common; the cost of the land at that time being twenty thousand dollars. The corner stone was drawn to the place by fifteen white horses - fifteen being then the number of States in the Union - and laid with Masonic honors, by Samuel Adams, at that time Governor of Massachusetts. The dome is fifty feet in diameter, and 30 feet in height. The ascent to the dome is by a winding staircase of one hundred and sixty-eight steps. In the lower story is a fine Statue of Washington, by Chantry, a celebrated English sculptor, the cost of which exceeded $15,000. Near the back door are four large slabs taken from a monument, which was erected in the year 1789, on the ground a little to the N. E. of the State House. It was 60 feet high and 4 feet in diameter.
