Critics of liberalism in Europe and North America argue that a stress on 'rights talk' and identity politics has led to fragmentation, individualisation and depoliticisation. But are these developments really signs of 'the end ofpolitics'? In the post-colonial, post-apartheid, neo-liberal new South Africa poor and marginalised citizens continue to struggle for land, housing and health care. They must respond to uncertainty and radical contingencies on a daily basis. This requires multiple strategies, an engaged, practised citizenship, one that links the daily struggle to well organised mobilisation around claiming rights. Robins argues for the continued importance of NGOs, socialmovements and other 'civil society' actors in creating new forms of citizenship and democracy. He goes beyond the sanitised prescriptions of 'good governance' so often touted by development agencies. Instead he argues for a complex, hybrid and ambiguous relationship between civil society and the state, where new negotiations around citizenship emerge. Steven L. Revived in response to the search for democracy in Eastern Europe during the late Soviet era, Western donors promoted and funded new civil society organizations in sub-Saharan Africa, regarding them as an essential grounding for African democratization. Most of these new civil society organizations had little in common with African associational activity. Focusing on the characteristics and behavior of long-standing African organizations would appear a better starting point for developing a useful concept of an African civil society. One candidate worth serious investigation is the Buganda Kingdom Government. This organization violates most distinctions central to Western notions of civil society. Yet it continues to behave like a civil society organization. Its political and conceptual collisions offer guidance toward a useful notion of African civil society and understanding Ugandan politics.

Based on actor-centred and network theories, two cases of civil society alliances are analysed. The book reveals that existing civil society structures are hybrids that can oscillate between networks and organisations. Moreover, they establish informal governance spaces with state actors outside the institutional channels provided by government. The emergence of oscillating structures and the informalisation of horizontal governance represent new challenges for local decision-making processes. Co-operation and action-oriented approaches in housing seemingly need to be based on a more detailed understanding of the complex interfaces, which go far beyond the conventional ideal of partnerships and participation between sectors.

Book excerpt: The major challenges confronting South Africa since the advent of non-racial multiparty democracy have been the need to promote democratic governance, economic growth, global competitiveness, and to improve the standard of living of its people, especially the previously disadvantaged majority Black population. These challenges have coincided with the ascendancy of globalisation with its attendant social, economic and political imperatives, all of which have consequences for governance and development at the national level, not least in emerging economies like South Africa. This important book assesses the implications of global imperatives for the nature, capacity, character and scope of democratic governance and the pursuit of equitable development in the new South Africa. A major conclusion is that the implementation of domestic economic reforms predicated on market fundamentalism, with its dominant logic and paradigm of globalisation and economic management, is incompatible and irreconcilable with the quest for democratic governance and equitable development. The contributors contend that such an approach reproduces a substantively undemocratic and inequitable society. "Governance in the New South Africa" concludes by offering some considerations related to how substantive democracy and equitable development may be promoted in South Africa on the basis of democratic governance and developmentalism.
