According to Marxist economist Samir Amin, the great upheaval that once produced the Soviet Union has also produced a movement away from capitalism – a long transition that continues even today. In seven concise, provocative chapters, Amin deftly examines the trajectory of Russian capitalism, the Bolshevik Revolution, the collapse of the Soviet Union, the possible future of Russia – and, by extension, the future of socialism itself. Amin manages to combine an analysis of class struggle with geopolitics – each crucial to understanding Russia’s singular and complex political history. He first looks at the development (or lack thereof) of Russian capitalism. He sees Russia’s geopolitical isolation as the reason its capitalist empire developed so differently from Western Europe, and the reason for Russia’s perceived “backwardness.” Yet Russia’s unique capitalism proved to be the rich soil in which the Bolsheviks were able to take power, and Amin covers the rise and fall of the revolutionary Soviet system. Finally, in a powerful chapter on Ukraine and the rise of global fascism, Amin lays out the conditions necessary for Russia to recreate itself, and perhaps again move down the long road to socialism. Samir Amin’s great achievement in this book is not only to explain Russia’s historical tragedies and triumphs, but also to temper our hopes for a quick end to an increasingly insufferable capitalism. This book offers a cornucopia of food for thought, as well as an enlightening means to transcend reductionist arguments about “revolution” so common on the left. Garthoff examines the fateful final decade of U.S.- Soviet relations, from the start of the Reagan administration in 1981 through the end of the Soviet era-- the collapse of the communist bloc, the end of Gorbachev's failed perestroika, and the demise of the Soviet Union itself at the end of 1991. While standing on its own, the book is a sequel to the author's earlier acclaimed, Détente and Confrontation: American-Soviet Relations from Nixon to Reagan, which covers the period 1969-1980. This volume features a detailed examination of the perspectives and actions of both the United States and the Soviet Union and their interaction, including the interrelationships of domestic factors with foreign and security policies in both countries and the involvement of both powers with other countries around the world, which infringed on their direct relationship. Besides analyzing the turn from confrontation to détente over the years of the Reagan and Bush administrations and Brezhnev through the Gorbachev administration, it reflects on the significance of the great transition from the cold war to a new era. It thus illuminates the very relevant recent history that underlines and informs American-Russian relations and the new situation of a post-Soviet, post-cold war world. Garthoff has obtained access to many formerly secret Soviet documents on this period in the Russian archives, as well as to a number of official American documents that have only recently been declassified. In addition, he has been able to interview and discuss the issues with many active or former Soviet and American officials. Book excerpt: In the history of Russian economic ideas, a peculiar mix of anthropocentrism and holism provided fertile breeding ground for patterns of thought that were in potential conflict with the market. These patterns, did not render the emergence of capitalism in Russia impossible. But they entailed a deep intellectual division between adherents and opponents of Russia’s capitalist transformation that made Russia’s social evolution unstable and vulnerable to external shocks. This study offers an ideational explanation of Russia’s relative failure to establish a functioning market economy and thus sets up a new and original perspective for discussion. In post-Soviet Russia, a clash between imported foreground ideas and deep domestic background ideas has led to an ideational division among the elite of the country. Within economic science, this led to the emergence of two thought collectives, (in the sense of Ludvik Fleck), with entirely different understandings of social reality. This ideational division translated into incoherent policy measures, the emergence of institutional hybrids and thus, all in all, into institutional instability. Empirically, the book is based on a systematic, qualitative analysis of the writings of Soviet/Russian economists between 1987 and 2012. This groundbreaking book makes an important contribution to Central Eastern and Eastern European area studies and to the current debate on ideas and institutions in the social sciences.
