Available in PDF, EPUB and Kindle. Book excerpt: Some of Bill Clinton's most basic foreign policy elements - democratic peace, the post-Cold War peace dividend, geopolitics and state-society relations - are epitomized in the US-Russian Highly Enriched Uranium (HEU) Purchase Agreement. It was one of the most remarkable initiatives of Clinton's presidency, but oddly one of the most obscure that still continues under George W. Bush. This agreement illustrates how successfully the US and Russia could work together to reduce global nuclear fears but also how a series of decisions pitted global designs over American domestic interests. Illustrating one of the most compelling decisions Clinton made as President, this remarkable book elucidates the theory of democratic peace and demonstrates a new and more advanced nuclear restraint regime, from reduction to elimination. The story behind Clinton's decision has repercussions for our understanding of arms control, foreign policy decision making and US-Russian relations. This is a book about the intersection of levels of analysis, international security concerns and domestic political economy, and as such is ideal as a supplementary text for advanced courses in security and foreign policy.

Book excerpt: As the Soviet Union was collapsing in late 1991, reports began to reach the West about agents "shopping" for weapons systems - and weapons scientists - in the beleaguered Soviet military-industrial complex. In response, the United States, the European Community, and Japan, in cooperation with the Russian government, created a program to reemploy Soviet scientific personnel in civilian projects dealing with the legacy of the Soviet system - a polluted environment, unsafe nuclear power facilities, and economic underdevelopment. In this fascinating first-person account, the American environmental scientist who led the effort to establish the International Science and Technology Center in Moscow tells the diplomatic, scientific, and human story behind a remarkable post-Cold War conversion initiative.

Book excerpt: The studies show how military strategy, planned forces, and the age of systems in the current inventory affect the domestic demand for new production; how the recent drop in domestic demand affects arms industries; and the extent to which governments and firms in the arms-producing nations are turning to exports to sustain the industries. In the shrinking arms market of the post-Cold War era, countries with advanced arms industries face difficult choices concerning force size, arms production, arms export, and defense industrial capacity. This book explores the links among these issues through a detailed study of the combat aircraft industries in the United States, Russia, Britain, France, Germany, Italy, and Sweden--the seven countries that develop, produce, and export all of the world's technologically advanced weapon systems. The studies show how military strategy, planned forces, and the age of systems in the current inventory affect the domestic demand for new production; how the recent drop in domestic demand affects arms industries; and the extent to which governments and firms in the arms-producing nations are turning to exports to sustain the industries. Stunning changes in Russia's combat aircraft forces, industry, and strategy are detailed here for the first time, as are expected future Russian combat aircraft exports to China. Newly compiled data also show that in the United States and Russia and globally, arms production for export will exceed production for domestic use for the first time in history, starting in 1995. Arms production is thus increasingly dominated by commercial rather than security interests. Ultimately at issue is whether governments will exploit the opportunity offered by the dramatic post-Cold War contraction of the world arms market to reduce their armed forces and constrain international arms trade while shrinking the arms industry--or keep pushing arms exports that generate new threats and justify larger armed forces, more arms production, and bigger arms industries.

Book excerpt: More than half a decade has passed since Gorbachev launched his "prerestroika" programme to reform the Soviet Union, but the struggle between reformers and conservatives continues to rage while the final outcome, and even the goals of the programme, remains a mystery. Whatever the outcome of this transformation, its impact will reverberate well beyond the borders of the USSR to shape US security and commercial policies into the next century. This edited volume brings together original essays by US-Soviet relations scholars and international business and security experts to explore the many complex and critical issues that the United States must confront in developing its commercial and security policies for the next decade.

Available in PDF, EPUB and Kindle. Book excerpt: This book makes an original contribution to our knowledge of the world’s major defence industries. Experts from a wide range of different countries – from the major economies of North America and Western Europe to developing economies and some unique cases such as China, India, Singapore, South Africa and North Korea – describe and analyse the structure, conduct and performance of the defence industry in that country. Each chapter opens with statistics on a key nation’s defence spending, its spending on defence R&D and on procurement over the period 1980 to 2017, allowing for an analysis of industry changes following the end of the Cold War. After the facts of each industry, the authors describe and analyse the structure, conduct and performance of the industry. The analysis of ‘structure’ includes discussions of entry conditions, domestic monopoly/oligopoly structures and opportunities for competition. The section on ‘conduct’ analyses price/non-price competition, including private and state funded R&D, and ‘performance’ incorporates profitability, imports and exports together with spin-offs and technical progress. The conclusion explores the future prospects for each nation’s defence industry. Do defence industries have a future? What might the future defence firm and industry look like in 50 years’ time? This volume is a vital resource and reference for anyone interested in defence economics, industrial economics, international relations, strategic studies and public procurement.

Available in PDF, EPUB and Kindle. Book excerpt: Proponents of arms control and disarmament are often confronted with the argument that reductions in defense expenditure lead to cutbacks in military industries and thus to economic hardship. While a reduction in defense production would cause some economic dislocation, this would be mitigated by the ability of the economy to adapt to changing patterns of production. This book, first published in 1983, assesses the likely effects of reductions in defense industries by an examination of the roles these industries play in national economies. Each chapter discusses industry employment, output, research and development, capital value, profitability, concentration and competition, internal organization and regional employment concentration. Other questions considered include the economic importance of weapons exports, the defense industry as a ‘leading edge’ in maintaining national technological capabilities, and the reliance of individual firms on defense contracting.
