JNBnos Kornai brings a life-long study of the problems of the socialist system to his explanation of why inherent attributes of socialism inevitably produced in-efficiency. In his past work he has focused on the economic sphere, maintaining consistently that the weak economic performance of socialist countries resulted from the system itself, not from the personalities of top leaders or mistakes made by leading organizations and planners. This book synthesizes themes from his earlier investigations, while broadening the discussion to include the role of the political power structure and of communist ideology. Kornai distinguishes between two types, or historical phases, of socialism. The "classical socialism" of Stalin, Mao, and their followers is totalitarian and brutally repressive, but its components fit together and make up a coherent edifice. Associated with names like Tito, KNBdar, Deng-Xiaoping, and Gorbachev, "reform socialism" relaxes repression, but brings about a sharpening of inner contradictions and the eventual dissolution of the system. Kornai examines the classical system in the first half of the book, and moves on to explore the complex process of reform in the second half. The Socialist System is addressed to economists in the first place, but also to political scientists, sociologists, and historians. In addition, it will appeal to policymakers, business analysts, and government officials who need to understand either formerly or presently communist countries.

Whereas those books centred on the historical development of the modern world-system, the essays in this volume explore the nature of world politics in the light of Wallerstein's analysis of the world-system and capitalist world-economy. Throughout, the essays offer new perspectives on the central issues of political debate today: the roles of the USA and the USSR in the world-system, the relations of the Third World states to the capitalist 'core', and the potential for socialist or revolutionary change. Different sections deal with the three major political institutions of the modern world-system: the states, the antisystemic movements, and the civilizations. The states are a classic rubric of political analysis. For Wallerstein, the limits of sovereignty are at least as important as the powers - these limits deriving from the obligatory location of the modern state in the interstate system. Social movements are a second classic rubric. For Wallerstein, the principal questions are the degree to which such movements are antisystemic, and the dilemmas state power poses for antisystemic movements. Civilizations, in contrast, are not normally seen as a political institution. That however is for Wallerstein the key to the analysis of their role in the contemporary world, and thereby a key to understanding the politics of social science.

This may be an appropriate time to evaluate the adoption by previously state socialist societies of other economic and political models. The transition has sometimes been described in positive terms, as a movement to free societies with open markets and democratic elections. Others have argued that the transition has created weak, poverty-stricken states with undeveloped civil societies ruled by unresponsive political elites. Which is the more accurate assessment? David Lane examines a few of the theoretical approaches that help explain the trajectory of change from socialism to capitalism. He focuses on two main approaches in this volume—elite theories and social class. Theories dwelling on the role of elites regard the transformation from socialism to capitalism as a type of system transfer in which elites craft democratic and market institutions into the space left by state socialism. Lane contrasts this interpretation with class-based theories, which consider transformation in terms of revolution, and explain why such theories have not been considered the best way of framing the transition in the post-socialist states. While recognizing that elites can play important roles and have the capacity to transform societies, Lane contends that elite theories alone are inadequate to explain a system change that brings free markets. In contrast, he proposes a class approach in which two groups characterize state socialism: an administrative class and an acquisition class.
