The right to social security, however, has been taken more seriously only since the 2000s, through calls for 'Social Security for All' and 'Leaving no-one behind'. The book investigates a major response, social cash transfers to the poor. The idea of simply giving money to the poor had been rejected by all major development organizations, but since the early 2000s, social cash transfers have mushroomed in the global South and on agendas of international organizations. How come? What programmes have emerged in which countries? How inclusive are the programmes? What models have international organizations devised? Based on unique quantitative and qualitative data and on newly created concepts and indicators, the book takes stock of all identifiable cash transfers in all Southern countries and of the views of all major international organizations. The volume argues that cash transfers reflect broader changes: new understandings of development, of human rights, of global risks, of the social responsibility of governments, and of universalism. Social cash transfers have turned the poor from objects of charity into rights-holders and agents of their own lives and of development. A repertoire of cash transfers has evolved that has enhanced social citizenship, but is limited by weak political commitments. The book also contributes to a general theory of social policy in development contexts, through a constructivist sociological approach that complements the dominant approaches from welfare economics and political economy and includes a theory of social assistance.

That is, the government only transfers the money to persons who meet certain criteria. These criteria may include enrolling children into public schools, getting regular check-ups at the doctor's office, receiving vaccinations, or the like. They have been hailed as a way of reducing inequality and helping households break out of a vicious cycle whereby poverty is transmitted from one generation to another. Do these and other claims make sense? Are they supported by the available empirical evidence? This volume seeks to answer these and other related questions. Specifically, it lays out a conceptual framework for thinking about the economic rationale for CCTs; it reviews the very rich evidence that has accumulated on CCTs; it discusses how the conceptual framework and the evidence on impacts should inform the design of CCT programs in practice; and it discusses how CCTs fit in the context of broader social policies. The authors show that there is considerable evidence that CCTs have improved the lives of poor people and argue that conditional cash transfers have been an effective way of redistributing income to the poor. They also recognize that even the best-designed and managed CCT cannot fulfill all of the needs of a comprehensive social protection system. They therefore need to be complemented with other interventions, such as workfare or employment programs, and social pensions.

This is the primary lesson found in this book, which is based on the rigorous impact evaluations and country-case study analysis of government-run cash transfer programmes undertaken in eight Sub-Saharan African countries (Kenya, Ghana, Ethiopia, Zambia, Zimbabwe, Lesotho, Malawi, South Africa) evaluated as part of the Transfer Project and From Protection to Production Project. The impact evaluations employed mixed method approaches, including randomized controls trials (RCTs) and non-experimental designs, qualitative methods and village LEWIE-CGE modelling. Evidence presented in the book counteracts concerns around social protection creating dependency showing that unconditional cash transfers lead to a broad range of social and productive impacts, even though they are not tied to any specific behaviour.

This thesis tests the theory that conditional cash transfers (CCT) can work as a political and economic policy to impact choice and behavioral equilibriums relevant to health inequities. CCT offers monetary incentives to a targeted population to achieve a desired behavior or health outcome. Giving CCT to patients is different from typical welfare policies which are directed "at" a person with limited or passive participation by the recipient. CCT is unique in that it creates incentives for patients to engage in healthy behaviors without infringing on the freedom of others, a frequent criticism of other policy proposals. CCT can act as a form of social investment because it creates a positive sum gain for the patient and encourages forward-looking behavior with respect to health outcomes. This policy pulls the public toward the public good of positive choices that result in community well-being and contribution. This may create a belief cascade of value change.

The chapters in this book examine international and sub-national variation in programme implementation in Bangladesh, Ethiopia, Ghana, Kenya, Nepal, and Rwanda, drawing on a common analytical framework that highlights the importance of state capacity and reach, rooted in histories of state formation, and contemporary political competition in shaping the distribution of social transfers. Comparative analysis of the case studies supports the view that variation in the capacity and reach of the state within countries is a centrally important factor shaping the effectiveness and impartiality of distribution. Yet state capacity alone is insufficient. Rather political competition and power relations shape how this capacity is actually deployed in practice. As such, the book underscores the inherently political nature of implementation and questions common technocratic efforts to improve implementation by de-politicizing the social protection policy process.

The goal of this chapter is to review the research on cash transfer programs in the Global North and South to identify similarities and differences in program design, participation, operation, and outcomes.
