Different regulatory mechanisms across countries have contributed to the slow pace of liberalization. Logistics is an important industry in the services sector. The integration of logistics is important for deepening economic integration in ASEAN as it facilitates the movement of goods, services and people within and across countries, among producers and from producers to consumers. In view of its importance, ASEAN has identified logistics as one of its priority integration sectors. It has also developed a Connectivity Master Plan and a Strategic Transport Plan, where logistics plays an important role. This book examines the current state of services liberalization in the ten ASEAN economies. It also assesses the FDI enabling environment and the extent of FDI liberalization in the logistics sector as well as the liberalization challenges encountered in each of the ASEAN economies. The book, thus, provides a comparative picture of services liberalization as well as the state of logistics liberalization and development in each of the ten ASEAN member countries. All these have important bearings on deepening ASEAN economic integration for 2025 and beyond.

In The Venture Capital State Robyn Klingler-Vidra traces how and why different states have adopted distinct versions of the Silicon Valley model. Venture capital seeks high rewards but is enveloped in high risk. The author’s deep investigations of venture capital policymaking in East Asian states (Hong Kong, Taiwan, Singapore) show that success does not reflect policymakers’ ability to replicate the Silicon Valley model. Instead, she argues, performance reflects their skill in adapting a highly lauded model to their local context. Policymakers are "contextually rational" in their learning; their context-rooted norms shape their preferences. The normative context for learning about policy—how elites see themselves and what they deem as locally appropriate—informs how they design their efforts. The Venture Capital State offers a novel conceptualization of rationality, bridging diametrically opposed versions of bounded and conventional rationality. This new understanding of rationality is simultaneously fully informed and context based, and it provides a framework by which analysts can bring domestic factors to the very heart of international diffusion of policy. Klingler-Vidra concludes that states have a visible hand in constituting even quintessentially neoliberal markets.

Book excerpt: This book tracks the phases of Singapore’s economic and political development, arguing that its success was always dependent upon the territories links with the surrounding region and the wider global system, and suggests that managing these links today will be the key to the country’s future. Singapore has followed a distinctive historical development trajectory. It was one of a number of cities which provided bases for the expansion of the British empire in the East. But the Pacific War provided local elites with their chance to secure independence. In Singapore the elite disciplined and mobilized their population and built successfully on their colonial inheritance. Today, the city-state prospers in the context of its regional and global networks, and sustaining and nurturing these are the keys to its future. But there are clouds on the elite’s horizons; domestically, the population is restive with inequality, migration and surplus-repression causing concern; and internationally, the strategy of constructing a business-hub economy is being widely copied and both Hong Kong and Shanghai are significant competitors. This book discusses these issues and argues that although success is likely to characterize Singapore’s future, the elite will have to address these significant domestic and international problems.
