For years our industry has depended upon a captive market, that of the U.S. Government. With present cutbacks in military spending the U.S. shipbuilding industry must become a competitive force in the world marketplace. To achieve this goal there are many areas our industry must address; one of these is implementing improved shipyard standards. Time and again U.S. yards are reinventing the wheel as they face a new contract, while our foreign counterparts have well known, commercially viable National Standards. The lack of such standards in the United States, be they internally generated by an organization such as The Society of Naval Architects and Marine Engineers (SNAME) or adopted from an internationally recognized body, such as the International Organization for Standardization (ISO), is an area that must be addressed by our industry if we are to remain competitive in today's marketplace.

Book excerpt: The National Shipbuilding Research Program (NSRP), in an effort to revitalize commercial shipbuilding in United States, is funding research projects designed to provide better tools and insight to world class commercial shipbuilding practices. The need for a complete set of comprehensive US National Commercial Shipbuilding Standards was the basis for this project. It entailed visits to several world class shipyards, by a team of experienced shipbuilders, to look at their standards and standards producing organizations. The objective of this task was to establish a management plan (process) for the identification, evaluation, development and maintenance of an effective, internationally recognized set of commercial standards applicable to the US shipbuilding and repair industry. This report will provide a summary level analysis of the project findings along with the management plan. The plan will identify: where to start, national vs. Shipyard standards, partnerships (with nationally recognized standards organizations) and typical methods/organizations to be implemented for the establishment and maintenance of national and shipyard standards programs.

Book excerpt: Ishikawajima-Harima Heavy Industries/IHI-Marine Technology is developing a long-range plan for the U.S. shipbuilding standards program under a subcontract with Bath Iron Works Corporation acting in its capacity as manager of the Ship Producibility Program. Primary emphasis of the long-range plan is directed at near term (2 to 3 year) priorities to achieve maximum benefits at both industry and individual shipyards levels. Secondary emphasis is aimed at developing midterm (5 to 7 year) and long-term (10 to 20 year) goals to serve as planning guidelines for ongoing efforts. The basic goals and objectives of the U.S. shipbuilding standards program long-range plan are summarized. Included are such examples as the need to reduce design and engineering cycle time costs, the need to shorten manufacturing lead times for critical materials, and the desirability of implementing outfit unit construction and accuracy control concepts. The recommended organizational infrastructure for standards development is addressed, and appropriate divisions of responsibility among ASTM Committee F-25 on standards, SNAME Panel SP-6 on standards and specifications, the government, shipbuilders, regulatory agencies, supporting industries and other concerned parties are discussed.

Book excerpt: This report/database was developed under Project NSRP 6-94-1, World Class U.S. Shipbuilding Standards (Task 3). Task 3 (after several changes in guidance due to lack of availability of standards) was to look at four specific areas (Ventilation, Electrical, Piping and Structure) from which a matrix database was to be developed that cross-referenced 4 ship types (RO-RO, LNG, Ferries, Tankers) to standards supporting the desired domain (see below). The ventilation area was to address hangers and ventilation fittings; the electrical area was to address hangers and tray systems; the piping area was to address hangers, firemains, and fittings (select a few); and the structure area was to address components, ladders, and handrails. For each of these areas, standards were identified from either an existing paper index or digital database. Once standards were identified an attempt was made to get copies of the standards from MARAD since funding to purchase standards was not included in the tasking. MARAD had indicated in several SP-6 meetings that they had access to a significant number of standards and would make them available for various uses (uses were limited since most standards have COPYRIGHT restrictions). As will be seen, there were a significant number of standards that were identified but were not available from MARAD from a variety of reasons (funding being the most significant; government shutdowns were also a factor).

The aim of the project was not to create a new National Standards body but to assist those standards bodies, already established in the U.S., in publishing standards that are truly World Class. Definition: For the purposes of this report, the expression World Class means that a shipyard is capable of designing a VLCC (say) in 10 months and completing ship construction in 18 months from contract award realizing a profit in the process.
