Book excerpt: Nigerians are troubled about the capability of political institutions in Nigeria to curb religious threats, thus maintaining security with minimum damage in preventing the occurrence of religious eruptions. The study examines the debate on institutionalizing the Islamic Law referred to as Sharia at the Federal level. The book ascertains the impact of religion (and ethnicity) on the Nigerian political institutions especially the Executive arm of the Government. The study examines the 1977 and 1988 Sharia debates at the Constituent Assemblies. Specific issues were addressed in the book, such as the Organization of Islamic Conference, Federal Government appointments, religious pilgrimages, the use of Arabic on Nigerian currencies, public holidays, work-free Friday, and the religious leaders, which affected the peaceful coexistence among Nigerians since the 1977 Sharia debate at the Constituent Assembly. The findings revealed that Nigerians were discontented with their political leaders over the use of religion in the public places. In addition to that, some Nigerian religious leaders infiltrated intra- and interreligious conflicts in Nigeria. However, the prospect of Nigeria as a nation lies with the leadership and followership. The study concludes that people's mentality determines the type of leaders they want, which is responsible for Nigeria's self-inflicted problems.

This is the biography of Alhaji Shehu Shagari of Nigeria, Africa's most populous state and the world's third biggest democracy. He was elected in 1979, against four opponents, in the election which signified the peaceful end of thirteen and a half years of military rule. Alhaji Shehu was the first boy from Shagari, founded in what is now Sokoto State by his ancestors 170 years ago, to go to secondary school. Education has remained one of his main interests throughout a political career which included many ministerial posts. Thoughtful, scholarly and conciliatory he is now a world figure. The book presents the man and his policies against the lively political, social and economic background of a country of eighty million people, which is among the world's six most important oil exporters.

Book excerpt: The term capacity building refers to enabling the indigenous people of developing countries to carry out development processes successfully by empowering them through strengthened domestic institutions, provision of domestic markets, and improvement of local government efforts to sustain infrastructures, social institutions, and commercial institutions. Capacity building also involves the need to recognize indigenous interest groups, encourage local efforts, provide incentives for privatization, and coordinate local, regional, and international strategies to enhance productivity and wise use of natural and human resources. Most important, capacity building encourages a bottom-up or grassroots effort for sustainable development. The grassroots effort begins with the family unit. Capacity building addresses all areas of social, economic and health, and environmental processes through a holistic approach. The chapters of this book, written by experts in their fields, address these three areas of the developing societies.

Book excerpt: Though the history of hikes in petroleum prices began in 1973 when the military government of Gen. Yakubu Gowon increased the price of petrol to 9 kobo per litre from the equivalent of 8.8 kobo that had prevailed before then, the politics and economics of removal of subsidies on premium petroleum products entered into the national lexicon in 1986 when the military administration of General Ibrahim Babangida announced that due to the devaluation of the Naira, the domestic price of fuel had become unsustainable cheap and was becoming a burden on the national purse. Ever since, most regimes in the country have toyed with the idea of removing the subsidies, with organised labour and the civil society usually vehemently opposed to the idea. In late 2011 the Jonathan administration announced plans to completely remove the subsidies but gave no timeline amid threats by organised labour, students and civil society groups to stoutly resist the move. On January 1 2012, the regime announced the removal of the subsidies and subsequently reiterated that its decision on the issue was irreversible. It however announced some measures, including the provision of buses, to help cushion the impact of the move. This volume takes a critical look at the politics and economics of the pro- and anti-subsidisation lobbies. It also examines the likely economic and social impacts of the move and its implications for the poor, the overall economy and the country's democratic project.
