Book Synopsis The Severn crossings toll by : Great Britain: Parliament: House of Commons: Welsh Affairs Committee
Download or read book The Severn crossings toll written by Great Britain: Parliament: House of Commons: Welsh Affairs Committee and published by The Stationery Office. This book was released on 2010-12-22 with total page 120 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Welsh Affairs Committee considers the impact of the Severn Crossings Toll on the economy of South Wales and beyond. The Severn Crossings are seen as a vital link for the people and business located in South Wales and beyond. In the Committee's view, while the Crossings, currently managed by Severn River Crossings Plc, bring many valuable benefits including reduced journey times and improved access to customers and suppliers, there is a perception that the high cost of the toll represents a barrier to business. The Committee found that much evidence about the toll's impact is anecdotal and recommends that empirical evidence should be gathered about the economic impact of the toll on both sides of the border. The report is also critical that the inflexibility of the Severn Crossings Act does not allow the toll to be reduced without the taxpayer bearing the cost and is disappointed that it has not proved possible for the Toll to be frozen for 2011. The report concludes that the end of the concession projected for 2017, provides an opportunity to re-examine the pricing policy for the Severn Crossings. The Committee argues that once the bridge returns to public ownership and its current debt is paid off, the cost of maintenance and toll operation will be a fraction of the current monies raised by the toll charges and concludes that there is a strong case for significantly reducing the cost of the toll.

Book Synopsis Public-private Partnerships in the USA by : Tony Wall
Download or read book Public-private Partnerships in the USA written by Tony Wall and published by Routledge. This book was released on 2013 with total page 146 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book compares and contrasts PPP research in the UK with that of cases in the USA, including interviews with some of the key stakeholders (decision makers in the public sector, contractors, and users) of PPPs in North America, and observations of PPPs in action (such as schools and roads). No prior major studies have compared the UK and USA when it comes to the development and operation of PPPs, and this book fills a gap in the literature, addressing a number of key questions, including: How do politics affect PPPs? How do key players in the PPP process define project success, determine the merits and drawbacks of the initiative, and deal with controversial elements of the scheme such as value for money and risk transfer? The result is a volume that offers practical advice for the future development of PPPs in the UK.

Book Synopsis The Blue Badge Scheme by : Great Britain. Parliament. House of Commons. Transport Committee
Download or read book The Blue Badge Scheme written by Great Britain. Parliament. House of Commons. Transport Committee and published by The Stationery Office. This book was released on 2008 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Disabled people may be missing out on special parking concessions because of where they live. This is the main finding of this report into the Blue Badge Scheme, which offers parking concessions for disabled people. It comes as the Government carries out a strategic review of the scheme. The Committee found wide differences in the way the eligibility criteria are assessed by different local authorities. It wants to see more done to promote consistent good practice across the country. The Committee's conclusions include: (1) the Committee wants to see the minimum issue period for a badge reduced from three years to one, to include those with short-term or temporary disabilities. It would also like to see "smart card" technology developed so there could be even more flexibility over the issuing of badges. (2) In cases where a blue badge holder's condition is unlikely to improve they should not usually have to undergo regular three-yearly assessments, but have their badge renewed automatically. (3) the Government should consider including central London, which currently has its own regime, in the national system. (4) eligibility for a blue badge should be based on mobility in a wider sense than simply on an applicant's ability to walk. But the Government should also look to more appropriate ways of helping people with other disabilities, such as bowel disease. (5) for those who knowingly abuse the scheme the Committee want to see tougher penalties. In particular, those who use stolen badges should have their vehicles impounded. A national database should also be established to help combat fraud. (6) the Security Industry Authority should take steps to prevent vehicles displaying a valid badge from being clamped when they are parked on private land. (7) the Committee also found that Asda was the only example given of a major national company which consistently fined people who abused its disabled bays.
