Book excerpt: Unregulated or lesser regulated maritime spaces are ideal theatres of operation and mediums of transportation for terrorists, insurgents and pirates. For more than a decade, the Indian Ocean waters adjoining Somalia have been a particular locus of such activities, with pirates hijacking vessels, and Al Qaeda and Al Shabab elements travelling between Africa and the Arabian Peninsula, operating lucrative businesses and even staging deadly operations at sea. These operations and threats however, remain, by and large, understudied. Responses to the two threats have varied, highlighting the lack of cohesive regional and global institutions with the mandate and the capacity to address them. Those scholarly deliberations on Indian Ocean maritime security focus on piracy and armed robbery at sea, while their terrorist/insurgent counterparts have eluded sustained scrutiny. This volume will help close that gap by looking at both from the field in Somalia and Yemen, within broader frameworks of regional maritime security and port-state control, international maritime law and the ongoing search for maritime resources. The European, African and Middle Eastern case studies add salience to the regional and international complexity surrounding maritime security off the Horn of Africa. This book was originally published as a special issue of the Journal of the Indian Ocean Region.

During the course of the century, Britain was transformed from a protectionist power to an open economy, a change embodied by the repeal of the Corn Laws in 1846. This is reflected in the economic literature of the period, with the qualified free trade advocacy of the early classical economists developing into more strident views of the Manchester School. However throughout the period free trade did not go unchallenged, and by the end of the century a fully developed protectionist position had emerged represented by, for example, the economic nationalism of Henry Carey in the United States and in the fair trade movement in Britain. This volume is a collection of materials relating to the major nineteenth century debates about external trade. It includes some extremely rare but representative pieces from less well-known names. The collection includes an original introduction by the editor, and each of the individual pieces has been carefully retypeset. In the first session, "Aquaculture Growing Strength", an overview on production and trade was followed by five commodity presentations showing the success in shrimp, salmon, tilapia, catfish and bivalve aquaculture. The second session on "Challenges" highlighted the current and future challenges facing the sector. These included challenges related to assuring food safety in aquaculture products, maintaining and improving consumers' perceptions of the quality and environmental acceptability of aquaculture, improving aquatic animal health management, addressing issues related to feed quality and availability, and improving the view investors take to assure economic and financial sustainability. During the third session, the "Advantages and Opportunities" of aquaculture were covered by taking into account the globalization process and the requirements of processors and the food service and retail sectors, which all seem to have a preference for aquaculture products under special conditions. Seafood and health benefits, and the potential offered new species were seen as driving factors in the aquaculture sector. The opportunities and challenges for the small-scale fish farmers in Southeast Asia were also considered. The fourth session was fully dedicated to the aquaculture sector in China, with presentations on the domestic market, the export potential, safety and quality inspection and China's role in reprocessing seafood for re-export to the global market. In the last session on "Progress - The Future", the future developments expected for aquaculture were covered. Here the interaction between capture fisheries and aquaculture was analyzed and also presented in a case study on wild and aquacultured salmon. Aquaculture was viewed within the context of other intensive animal production systems. The enormous potential of the technical innovations in aquaculture compared to capture fisheries was highlighted under the term of "Blue revolution". The last session was closed with a description of the political framework required to allow for the sustainable development of aquaculture.
