Book excerpt: Congressional interest in the Chinese military, or People’s Liberation Army (PLA), has increased as a result of the March 1996 tensions in the Taiwan Strait, continuing allegations of Chinese proliferation of technology useful in weapons of mass destruction, and reports that some Chinese defense-related corporations have circumvented U.S. export controls to acquire dual-use technology. The Commission of Science, Technology, and Industry for National Defense (COSTIND), an important, high-level PLA organization, plays a role in China’s weapon programs, sales of civilian goods, acquisition of military technology, and arms sales and export controls. The purpose of this CRS Report is to examine the origins and command, roles, and influence of COSTIND.

Book excerpt: This case study seeks to explain how organizations grow and the limits to that growth when an organization engaged in policy implementation lacks the resources necessary to achieve policy goals. The discussion of the basis of conflict that emerges from this study is of lasting significance. For years, studies of this issue have pointed to various models of factionalism, stressing the informal character of the groups involved. In Professor Ostrov's study, however, conflict is shown to have a supra-Cultural Revolutionary institutional basis in this and other key units.
Book Synopsis Chinese Military Reform in the Age of Xi Jinping: Drivers, Challenges, and Implications by : Joel Wuthnow

This book was released on with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

China faces a complicated security environment with a wide range of internal and external threats. Rapidly expanding international interests are creating demands for the People's Liberation Army (PLA) to conduct new missions ranging from protecting Chinese shipping from Somali pirates to evacuating citizens from Libya. The most recent Chinese defense white paper states that the armed forces must "make serious preparations to cope with the most complex and difficult scenarios . . . so as to ensure proper responses . . . at any time and under any circumstances." Based on a conference co-sponsored by Taiwan's Council of Advanced Policy Studies, RAND, Carnegie Endowment for International Peace, and National Defense University, The People's Liberation Army and Contingency Planning in China brings together leading experts from the United States and Taiwan to examine how the PLA prepares for a range of domestic, border, and maritime...
Book Synopsis China's Strategic Support Force by : John Costello
Download or read book China's Strategic Support Force written by John Costello and published by Createspace Independent Publishing Platform. This book was released on 2018-10-11 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: In late 2015, the People's Liberation Army (PLA) initiated reforms that have brought dramatic changes to its structure, model of warfighting, and organizational culture, including the creation of a Strategic Support Force (SSF) that centralizes most PLA space, cyber, electronic, and psychological warfare capabilities. The reforms come at an inflection point as the PLA seeks to pivot from land-based territorial defense to extended power projection to protect Chinese interests in the "strategic frontiers" of space, cyberspace, and the far seas. Understanding the new strategic roles of the SSF is essential to understanding how the PLA plans to fight and win informationized wars and how it will conduct information operations.

Book Synopsis Innovate to Dominate by : Tai Ming Cheung
Download or read book Innovate to Dominate written by Tai Ming Cheung and published by Cornell University Press. This book was released on 2022-08-15 with total page 415 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Innovate to Dominate, Tai Ming Cheung offers insight into why, how, and whether China will overtake the United States to become the world's preeminent technological and security power. This examination of the means and ends of China's quest for techno-security supremacy is required reading for anyone looking for clues as to the long-term direction of the global order. The techno-security domain, Cheung argues, is where national security, innovation, and economic development converge, and it has become the center of power and prosperity in the twenty-first century. China's paramount leader Xi Jinping recognizes that effectively harnessing the complex interactions among security, innovation, and development is essential in enabling China to compete for global dominance. Cheung offers a richly detailed account of how China is building a potent techno-security state. In Innovate to Dominate he takes readers from the strategic vision guiding this transformation to the nuts-and-bolts of policy implementation. The state-led top-down mobilizational model that China is pursuing has been a winning formula so far, but the sternest test is ahead as China begins to compete head-to-head with the United States and aims to surpass its archrival by mid-century if not sooner. Innovate to Dominate is a timely and analytically rigorous examination of the key strategies guiding China's transformation of its capabilities in the national, technological, military, and security spheres and how this is taking place. Cheung authoritatively addresses the burning questions being asked in capitals around the world: Can China become the dominant global techno-security power? And if so, when?
Book Synopsis Active Defense by : M. Taylor Fravel
Download or read book Active Defense written by M. Taylor Fravel and published by Princeton University Press. This book was released on 2020-12-08 with total page 396 pages. Available in PDF, EPUB and Kindle. Book excerpt: What changes in China's modern military policy reveal about military organizations and strategySince the 1949 Communist Revolution, China has devised nine different military strategies, which the People's Liberation Army (PLA) calls "strategic guidelines." What accounts for these numerous changes? Active Defense offers the first systematic look at China's military strategy from the mid-twentieth century to today. Exploring the range and intensity of threats that China has faced, M. Taylor Fravel illuminates the nation's past and present military goals and how China sought to achieve them, and offers a rich set of cases for deepening the study of change in military organizations.Drawing from diverse Chinese-language sources, including memoirs of leading generals, military histories, and document collections that have become available only in the last two decades, Fravel shows why transformations in military strategy were pursued at certain times and not others. He focuses on the military strategies adopted in 1956, 1980, and 1993-when the PLA was attempting to wage war in a new kind of way-to show that China has pursued major change in its strategic guidelines when there has been a significant shift in the conduct of warfare in the international system and when China's Communist Party has been united.Delving into the security threats China has faced over the last seven decades, Active Defense offers a detailed investigation into how and why states alter their defense policies.

Available in PDF, EPUB and Kindle. Book excerpt: This comprehensive volume traces the Chinese military and its experiences over the past 2,500 years, describing clashes with other kingdoms and nations as well as internal rebellions and revolutions. As the first book of its kind, China at War: An Encyclopedia expands far beyond the conventional military history book that is focused on describing key wars, battles, military leaders, and influential events. Author Xiaobing Li—an expert writer in the subjects of Asian history and military affairs—provides not only a broad, chronological account of China's long military history, but also addresses Chinese values, concepts, and attitudes regarding war. As a result, readers can better understand the wider sociopolitical history of the most populous and one of the largest countries in the world—and grasp the complex security concerns and strategic calculations often behind China's decision-making process. This encyclopedia contains an introductory essay written to place the reference entries within a larger contextual framework, allowing students to compare Chinese with Western and American views and approaches to war. Topics among the hundreds of entries by experts in the field include Sunzi's classic The Art of War, Mao Zedong's guerrilla warfare in the 20th century, Chinese involvement in the Korean War and Vietnam War, and China's nuclear program in the 21st century.
