This order, as was said by M. De Martens at The Hague, has remained the basis of all subsequent efforts in the direction of the humanization of war. The annexe to The Hague convention, which embodies the Rules of war on Land is derived, in great part, from the codification of the Rules of War on Land which was prepared by the Institute of Inter national Law, and which was recommended for adoption by that body at its annual session at Oxford 011 September 9, 1890.
