When looking at pre-modern monarchical societies, one does not expect to observe fundamental dissent directed at the social order as such or at the political system. As a rule, criticism was limited to individual monarchs, their performance and decisions. While discontent could lead to insurrection and rebellion, which normally only culminated in the ruler being replaced by another monarchical figurehead, the subtler methods of voicing criticism were applied within a framework of legality, of a set of customs or of a code of rules of the game and intended to improve the performance of the incumbent or reform his conduct at court. The various forms of verbal or staged censure of rulers in pre-modern monarchical societies are the subject of this volume.

Analyzing how tsars and nobles inscribed their political aspirations in the gardens they designed or inhabited, this study maps out a distinct trajectory in the meaning of landscape design. Based partly on archival documents, it explores the reasons for Catherine the Great's keen interest in landscape design. It reconstructs Grigorii Potemkin's attempts to transform the Crimea physically and symbolically into the garden of the empire. And it reveals the centrality of the garden for noblemen such as Andrei Bolotov and Alexander Kurakin, who expressed their political philosophy and their anxieties about unstable social relations through landscaping. The book follows the destiny of western aesthetic categories, notably of the picturesque, as they are first adopted, then transformed, and ultimately rejected. It analyzes the historical role and mythological representations of the country estate, along with Leo Tolstoy's fraught commitment to Yasnaya Polyana and his critique of estate mythology in War and Peace. This book argues that majority rule is not the problem; rather, the institutions that stabilize majorities are responsible for the suppression of minority interests. Despite the popular notion that social choice instability (or “cycling”) makes it impossible for majorities to make sound legislation, Yuhui Li argues that the best part of democracy is not the large number of people on the winning side; it is that the winners can be easily divided and realigned with the losers in the cycling process. He shows that minorities’ bargaining power depends on their ability to exploit division within the winning coalition and induce its members to defect, an institutionalized uncertainty that is missing in one-party authoritarian systems. Dividing the Rulers theorizes why such division within the majority is important and what kind of institutional features can help a democratic system maintain such division, which is crucial in preventing the “tyranny of the majority.” These institutional solutions point to a direction of institutional reform that academics, politicians, and voters should collectively pursue.
