The struggle with the Soviet Union was a prism that shaped our perceptions of all international relationships, including those with the nations closest to us. Indeed, the mix of U.S. interests and goals in the Western Hemisphere probably has changed not only in terms of what it was during any previous period. As a practical matter, in this hemisphere the Untied States has long been what it now is globally, the sole superpower. But its military preponderance did not then mean and does not now mean that it can enforce its will in every nation. Nor does the term superpower turn out to mean that the United States can expect to regain ( or sustain, depending on whose numbers you use) its overwhelming global economic preeminence. After World War II, the Americas, the one area of long-term U.S. hegemony, provided a justification for continuing an ancient habit of sporadic intervention inthe internal affairs of neighboring states. Today, however, we are at an early state of reassessment for the United States and the role we will play in the Americas region in the post-cold war era. Indeed, we are in the process of learning just what such organizations can and cannot do in a world without the certainties of the cold war. In some cases--NATO is the obvious example--it is not at all clear that a given institution will survive in anything like its previous form. In others--the United Nations clearly comes to mind--a broadened and heightened role in the world is already underway, likely to continue, and perhaps even to expand. And still others, --such as the Organization of AmericanStates (OAS)--it may be that the sort of partnership often described in rhetoric now has a chance to become reality. Book excerpt: Since virtual disappearance of the Soviet threat in 1991, the OAS has been experiencing important transformations becoming a significant actor in promoting regional inter-state cooperation and consensus. There is some evidence that indicates that the OAS is assuming new functions and taking on a more active role in setting the rules and agendas for regional governance in the hemisphere. The findings in the security issue-area indicate that through CICAD and the MEM, the OAS is participating in the beginnings of a drug-regime development. In the good governance issue-area, legal instruments such as the Resolution 1080; oversight procedures such as the EOM; intra-elite negotiations mechanisms such as the Mesa processes; bureaucracies promoting education on democracy such as the UPD/SPA; indicate that the OAS is attempting to regulate the regional democratic agenda and promote the beginnings of a development of a Western Hemisphere society of states. This research found evidence that between 1991 and 2005, the OAS, together with other IOs, was instrumental in setting the Western Hemisphere on the right path towards developing an integration scheme around democratic norms and values. Nevertheless in the future, opportunities and challenges lie everywhere for Latin American civil societies and political elites to strengthen democratic institutions, and for the authorities of the OAS to assume a more active role.

Book excerpt: Since 1948, the World Health Organization (WHO) has launched numerous programs aimed at improving health conditions around the globe, ranging from efforts to eradicate smallpox to education programs about the health risks of smoking. In setting global health priorities and carrying out initiatives, the WHO bureaucracy has faced the challenge of reconciling the preferences of a small minority of wealthy nations, who fund the organization, with the demands of poorer member countries, who hold the majority of votes. In The World Health Organization between North and South, Nitsan Chorev shows how the WHO bureaucracy has succeeded not only in avoiding having its agenda co-opted by either coalition of member states but also in reaching a consensus that fit the bureaucracy's own principles and interests. Chorev assesses the response of the WHO bureaucracy to member-state pressure in two particularly contentious moments: when during the 1970s and early 1980s developing countries forcefully called for a more equal international economic order, and when in the 1990s the United States and other wealthy countries demanded international organizations adopt neoliberal economic reforms. In analyzing these two periods, Chorev demonstrates how strategic maneuvering made it possible for a vulnerable bureaucracy to preserve a relatively autonomous agenda, promote a consistent set of values, and protect its interests in the face of challenges from developing and developed countries alike.
