Book excerpt: The most widespread health and safety problem on college and university campuses in the United States today is high-risk alcohol use and related consequences. The heavy, episodic use of alcohol that 44 percent of college students engage in results in a myriad of consequences for both drinkers and nondrinkers, ranging from disturbed study and vandalism to assault and even death. Alcohol use may have a significant impact on student retention as well. Campus administrators perceive that approximately 27 percent of all dropouts are related to alcohol and other drugs. Recent reports also confirm that alcohol use has significant adverse effects on cities and towns surrounding colleges and universities. Many college administrators and community members realize that there is no single cause of students' heavy alcohol use and therefore no single remedy for the problem. A comprehensive approach is required, one that addresses multiple levels of influence. Individual factors and group processes influence drinking behavior, and strategies to address these two levels are part of a comprehensive approach. This publication aims to encourage campus administrators in a state to work together to introduce policies that make the environment less supportive of high-risk alcohol use. Beginning with a general definition of policy, it goes on to review specific alcohol policy options cited in recent reviews of the scientific literature. It also suggests concrete actions that campus administrators can take to encourage key stakeholders, including policymakers, to review existing policy and serve as catalysts for change. Book excerpt: "High-Risk Drinking in College: What We Know and What We Need To Learn: Final Report of the Panel on Contexts and Consequences" (2002), a report from the National Institute on Alcohol Abuse and Alcoholism's (NIAAA) Task Force on College Drinking, points out that "federal, state, and local laws help define college administrators' responsibilities for taking action when students misuse alcohol." Among other requirements, the federal "Drug-Free Schools and Communities Act" and its 1989 amendments require institutions receiving any federal funds to define a policy that prohibits the unlawful possession, use, and distribution of alcohol and other drugs (AOD); adopt disciplinary sanctions for students and employees who violate the school's policy on alcohol and drugs; and ensure that the disciplinary sanctions are consistently enforced. The NIAAA Task Force on College Drinking's Panel on Contexts and Consequences recommends that colleges and universities "[r]eview policy and its implementation continually and update and/or expand it as needed" and "[r]eview the scope of disciplinary sanctions associated with policy violations for appropriateness and for consistency of enforcement." According to Penn State "Live," since fall 2010 the university has implemented a number of initiatives to address high-risk drinking using a multipronged approach that includes environmental change, enforcement, alternative activities, intervention, counseling, and outreach. Penn State has adopted stricter consequences to illegal drinking behaviors, such as increased attention to enforcement and serious consequences to students who violate the community's laws and the university's student conduct policies. The researchers point out that the demographic characteristics of community colleges and their unique organizational context and culture are important factors when it comes to alcohol consumption and the reduction of associated harms. In addition, institutional student health and service capacity is significantly smaller at community colleges than at four-year institutions. Participants in a survey about student substance use, and infrastructure (staff and funding), programs, and collaborations dedicated to substance use prevention of 100 administrators, faculty, and health services staff at 100 community colleges reported a number of alcohol- and other drug-related concerns. Participating community colleges reported implementing a number of programs, although many are not implementing some of the programs popular at traditional four-year colleges, and collaborating with a number of on- and off-campus groups on substance abuse issues and services. According to the researchers, the findings of this survey indicate that administrators are quite concerned about student alcohol and other drug use and are developing programs despite limited staff and funding.

Book excerpt: National estimates suggest that at least 20 percent of undergraduates report episodic heavy drinking and 20 percent report frequent heavy drinking (Berkowitz & Perkins, 1986; Pendergast, 1994; Wechsler et al., 1998). Students who drink frequently and heavily are at a much higher risk of experiencing alcohol related consequences such as assaults, academic, and social problems. (Wechsler, Lee et al., 2000). Of student subgroups, fraternity members consistently drink more heavily and more frequently than their college peers putting them at a much higher risk of experiencing alcohol related consequences (Danielson, Taylor, & Hartford, 2001; Pace & McGrath, 2002; Wechsler & et al., 1996). Recent national expert panels have called for more comprehensive, ecological and empirically based approaches to reduce drinking and related problems among college students (Task Force of the National Advisory Council on Alcohol Abuse and Alcoholism, 2002a, 2002b). However, many colleges and universities do not have the infrastructure in place (e.g, regular assessment of student alcohol use; university-community coalitions) needed to support such comprehensive initiatives (DeJong & Langford, 2002, Wechsler, Seibring, Liu, & Ahl, 2004). This purpose of this study was to examine the impact of institutional investments in prevention infrastructure on fraternity members' drinking frequency and drinking related consequences The study used hierarchical linear modeling to examine secondary data collected in 2000 from 1,254 fraternity members across 31 campuses. Drinking frequency was assessed using the timeline followback technique (Sobell & Sobell, 2003) administered through Audio-CASI interviews, and drinking related consequences were assessed using with the Rutgers Alcohol Problem Index (RAPI) (Brown et al, 1980). Institutional investment in prevention was significantly and negatively associated with drinking related consequences, even when controlling for indivi.

In outlining the environmental management approach, the Higher Education Center has identified five areas of strategic intervention that are effective in altering the environment with respect to alcohol and other drug abuse: (1) Offer substance-free social, extracurricular, and public service options; (2) Create a health-promoting normative environment; (3) Limit availability of alcohol and other drugs; (4) Restrict the marketing and promotion of alcohol and other drugs both on and off campus; and (5) Develop and enforce campus policies and enforce laws to address high-risk and illegal alcohol and other drug abuse and violence. Implementing effective environmental strategies will be more likely if there is strong presidential leadership; a campus-wide task force that includes a broad spectrum of faculty, staff, and students; engagement with the community through a campus and community coalition; and the active participation of college officials in public policy debates, especially at the state level. The Center offers an integrated array of services to help colleges implement these prevention strategies. This paper describes a research that shows how environmental prevention strategies can influence drinking among college students. It also describes PartySafe@Cal, a health services program at the University of California Berkeley that promotes environmental prevention efforts and educates students about alcohol risk management. A list of resources is included.
