By looking at the ways in which schools operate from day to day, the authors of this manual, both heads of secondary schools, describe how the journey down the road towards democratic governance tends to take shape, and offer practical advice on starting, continuing and evaluating the journey. This manual is a practical tool designed to bridge the gap between theory and practice in education for democratic citizenship.

Book excerpt: Over the past two decades, there has been a growing concern in many western industrialised countries over the failure of schools to provide students with the quality of education needed to compete in today's global workforce. Responding to these concerns, many educational policy makers initiated reform in the hopes of improving educational outcomes. In the early 1980s, most educational reform efforts focused on increasing central bureaucratic control of education. Research showed that these early reform efforts were not very successful. In order to be productive, researchers advocated that educational reform efforts must focus less on stricter bureaucratic control, and more on giving control to the individual school site. In the mid- to-late 1980s, decentralization of school systems became a popular reform strategy. One such form of decentralization is the implementation of site-based management (SBM). SBM is a process which gives teachers, parents, community representatives and students more control in managing their local schools. The structure that SBM usually takes is that of a local governing, decision making or advisory committee, commonly referred to as a school council. -- The first paper of this folio focuses on the history of school councils in Atlantic Canada. Each of the four Atlantic provinces has their own unique justifications for adopting school councils and SBM as an educational reform strategy, but there are common factors which seem to have influenced their decisions. All four provinces heavily relied on research conducted elsewhere which supported SBM and school councils as an effective reform strategy. These provinces also responded to the public's general dissatisfaction with educational outcomes, and to parental and public pressure for more voice in education. It is too early to tell if their decision to adopt this reform strategy was the right one. -- The second paper of this folio discusses the impacts, both positive and negative, that SBM and school councils have on education in general. The literature in this area is ambiguous, and the research mixed. In general, research has not shown that parental and community involvement in a decision making capacity; Le., through school councils, has had a positive effect on student achievement. Research does support, however, using school councils as a means for promoting other types and levels of parental and community involvement, which could have positive effects on student achievement. -- Many researchers blame the ineffectiveness of SBM and school councils on poor implementation procedures and / or lack of support for their proper maintenance. Policy makers have been criticized for setting up structures which have the potential to be quite effective, and then not committing to providing the necessary time or support needed to sustain them. Critics question the real purpose of SBM and school councils, suggesting that this reform strategy was chosen simply as a cost efficient and popular response to public pressure for reform. -- The third paper of this folio discusses the impact that SBM and school councils have on the role of the principal. This reform strategy alters the context of schooling significantly. Schools have become more democratic, with more and more people becoming involved in their management. The traditional control oriented leadership style of the principal is not congruent, nor effective in this new environment. Principals need to adopt a more democratic, facilitative, collaborative style of leadership if they wish to be effective leaders of site-based managed schools.

A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

Book excerpt: School Councils across Europe explores how uneven access to the democratic learning opportunity of being a representative on a school council may be both reflecting and perpetuating political inequalities found in societies across Europe. Kempner and Janmaat present a new analysis of data from a major international survey on citizenship education to reveal the country, school and personal characteristics that determine access to school councils. The results reveal worrying inequalities based on the socio-demographic characteristics of pupils. The findings in this book will therefore be of interest to those concerned with the link between education and social justice. Youth political engagement is high on the agenda of governments across Europe in the face of a perceived decline in political participation amongst young people. This book engages with this issue by exploring the role of education systems in building a fair and democratic society. School councils offer a democratic decision-making forum for students at school and they may increase the future participation levels of these young people. Yet this potential comes with the risk of widening political inequalities if access is distributed unevenly.

Contributors explore these tensions through a variety of related antimonies: bureaucracy and democracy, control and autonomy, centralism and devolution. The thesis generally propounded in this book is that democratic structures, participation and school-based decision-making are all elements of school improvement which enable a bureaucracy to be more responsive, less authoritarian, and in control only over the macro issues of policy, thereby leaving to schools the maximum degree of freedom possible for their own determination of principles, policies and practices. This book will be of interest to students of education, pedagogy, public policy and public administration.

Available in PDF, EPUB and Kindle. Book excerpt: Every once in a while, with the passage of time, a classic book takes on even greater relevance. The first edition of Democratic Schools was praised by legions of education professionals for showing how to create schools and classrooms with democratic values in mind; it was hailed for its clear-eyed assessment of the important role schools continue to play in promoting democracy, its traditions, and its thinking. Now an expanded and updated edition of Democratic Schools arrives, increasingly relevant in a time of inequitable accountability-based reform, standardized assessments, and cookie-cutter curricula. Michael Apple and James Beane return to challenge reform movements such as No Child Left Behind by asserting that our schools have a vital and historic connection to the continued success of our democratic way of life. Democratic Schools, Second Edition, shows in detail how educators can make a lasting difference by combining authentic, important lessons and a consistent, building- or system-wide focus on a critical and democratic education. Apple and Beane once more convene seven of America's most creative democratic educators for a powerful conversation about how to build an education that is worthy of our highest ideals. The essays that made the first edition so potent are here in their entirety, each followed by brand-new retrospective insight from their writers, educators who have proven that teachers and administrators can bring the nation's most noble values to life every day. Contributors include: Michael W. Apple James A. Beane Bob Peterson Brian D. Schultz Barbara L. Brodhagen Larry Rosenstock Adria Steinberg Deborah Meier Paul Schwarz. Grounded in a robust understanding of democracy, education, and the exigencies of our political and social systems, the second edition of Democratic Schools goes beyond updating and expanding the stories of the schools it originally chronicled. It adds new material - including a brand new chapter from Apple and Beane - that provides crucial lessons for creating and sustaining democratic schools, and that once again inspires teachers, administrators, and educational leaders to adopt ways of framing their mission that can create and sustain our democratic way of life - even in these difficult times.
