Book excerpt: In spite of the fact that noncredit generates approximately 10% of enrollment in the California Community College System, many people outside and even within the system are not aware of or do not fully understand the importance of noncredit and how it serves California's educational needs. Noncredit courses are basically what its title suggests--community college instruction that has no credit associated with it. Students who enroll in noncredit courses do not receive any type of college credit for these courses, nor do they receive official grades. Noncredit courses require no fees on the part of students. Noncredit instruction in the community colleges shares much in common with adult education offered through K-12 districts, and in fact, noncredit instruction has its origins in K-12 adult education. This paper provides an overview of noncredit, its history, its development, its unique identity, its current place in the California community colleges, and the challenges it faces in the future that is intended to open individuals' eyes and provide them with an appreciation for a part of the community colleges that they may never have visited before. Appended are: (1) Academic Senate Noncredit Resolutions; (2) Regulations Pertaining to Noncredit; and (3) Academic Senate Noncredit Program Survey. (Contains 7 footnotes and 9 sources.).

It identifies three related concepts: a state need for increased levels of education that noncredit instruction is well placed to supply, several changes that begin to facilitate that response, and additional changes that are needed to ensure success. The increasing interest in noncredit programs shown by the Academic Senate, the Chancellor's Office, the Legislature, and other professionals is not a coincidence. Several recent studies have focused on the rapid demographic changes and declining educational levels that are affecting California society and its economy. In response to these studies, noncredit programs join the renewed interest in basic skills success and adult learners as one way to provide the workers that the state requires. This paper will describe several legislative and policy developments to explain the link between noncredit history and current hopes for improved student success through enhanced funding, staffing, and academic integrity of programs. This policy brief discusses five noncredit categories, which are the focus of the Assembly Bill 86 adult education planning process, and what the different categories provide in adult education. The five noncredit categories include: (1) elementary and secondary basic skills; (2) English as a second language; (3) immigrant education; (4) adults with disabilities; and (5) short-term career technical education.
