Book excerpt: This thesis constitutes an inquiry into the relationship between nationalism and democracy in a particular setting - the postcommunist newly independent democracies. The purpose is to seek an answer to two related questions about what is the role of nationalism in the democratisation process and under which conditions is nationalism more or less compatible with democracy. Nationalism's capacity to threaten minorities, fragment states and complicate interstate relations has been amply demonstrated and documented. This study takes a different approach to nationalism. Its starting point is the democratisation process as a factor contributing to the importance of nationalism in the political life. It revolves around a theoretical and empirical exploration of the relationship between nationalism and democracy. The empirical side is underpinned by the investigation into politics of Slovakia and Slovenia as two newly independent postcommunist states that emerged as a result of democratisation. The comparative aspect of the thesis leads to the conclusion that the role of nationalism in the democratisation process cannot be generalised and constitutes a complex process in itself, conditioned by the political context of the society undergoing the transition. The following factors are explored: the stage of national development, the conditions and circumstances surrounding the achievement of independent statehood, the previous regime and the period prior to that, the formation of transitional elites and the stage in the transition, the ethnic composition and the historically predetermined ethnic harmony within the state. This thesis presents a number of new arguments. Firstly, it proposes that nationalism in new postcommunist democracies contains civic and ethnic demands at the same time which consequently gives postcommunist nationalism a different character from classical nationalism. Secondly, the thesis seeks the correlation between the progress of the transition and nationalism in the priority given to either nation-building or state-building. Thirdly, it proposes that whilst nationalism might have a positive role at the beginning of the democratisation process, its capacity to sustain that process is limited.

Book excerpt: Between 1974 and 1990 more than thirty countries in southern Europe, Latin America, East Asia, and Eastern Europe shifted from authoritarian to democratic systems of government. This global democratic revolution is probably the most important political trend in the late twentieth century. In The Third Wave, Samuel P. Huntington analyzes the causes and nature of these democratic transitions, evaluates the prospects for stability of the new democracies, and explores the possibility of more countries becoming democratic. The recent transitions, he argues, are the third major wave of democratization in the modem world. Each of the two previous waves was followed by a reverse wave in which some countries shifted back to authoritarian government. Using concrete examples, empirical evidence, and insightful analysis, Huntington provides neither a theory nor a history of the third wave, but an explanation of why and how it occurred. Factors responsible for the democratic trend include the legitimacy dilemmas of authoritarian regimes; economic and social development; the changed role of the Catholic Church; the impact of the United States, the European Community, and the Soviet Union; and the "snowballing" phenomenon: change in one country stimulating change in others. Five key elite groups within and outside the nondemocratic regime played roles in shaping the various ways democratization occurred. Compromise was key to all democratizations, and elections and nonviolent tactics also were central. New democracies must deal with the "torturer problem" and the "praetorian problem" and attempt to develop democratic values and processes. Disillusionment with democracy, Huntington argues, is necessary to consolidating democracy. He concludes the book with an analysis of the political, economic, and cultural factors that will decide whether or not the third wave continues. Several "Guidelines for Democratizers" offer specific, practical suggestions for initiating and carrying out reform. Huntington's emphasis on practical application makes this book a valuable tool for anyone engaged in the democratization process. Book excerpt: This thesis looks at the role that nationalism ought to perform in Western liberal democracies, given the increasingly expanding pluralisation of Western societies. This thesis looks at the nexus of public culture shared between nationalism studies and deliberative democratic theory to create a normative foundation to evaluate and critique Habermasian theory on efforts to transition to postnational democracy. To do this, this thesis considers literature of the two fields and how they benefit one another in an assessment of Habermasian theory through a normative approach. I argue that the historiographical-descriptive approach of national studies benefits the prescriptive approach of deliberative democratic theory by offering an objective macro-level understanding of the 'when' and 'where' nations can come to exist and by what universalist criteria a nationalism doctrine can be considered. Nationalism is understood to be a form of cultural and educational reproduction of the nation's history, myth, traditions and values. I further argue that the deliberative-prescriptive approach offers a normative ideological movement to fill in the normative gaps of historiographical nationalism, such that it offers the micro-level understanding of the 'how' and 'why' legitimacy can be obtained and how the public sphere acts to self-contain unwanted normative behavior. Adopting this descriptive-prescriptive methodology, I evaluate Jürgen Habermas' assemblage of sociocultural, legal, and political theories designed to further his efforts to restructure society according to the ideal of communicative rationality. I argue that Habermas is unable to escape the historical link between prepolitical origins that embed national consciousness into the modern state despite attempting to argue for a purely voluntarist civic constitutional state. Consequently, I make a positive argument for nationalism using Habermasian lifeworld theory. Both lifeworld theory and nationalism are informed by the cultural and educational reproduction of symbolic bonds, and both offer a homogenizing force that allows for social integration within multicultural societies. By combining the normative elements of Habermasian theory with the explanatory elements of nationalism, I argue that nationalism and national consciousness is a solution to, not a problem of, fragmentation and instability in Western liberal democracies.
