The tremendous scientific advances that have occurred in this field since then, in particular owing to the availabihty of receivers working at completely unexplored wavelength bands, fuUy justified a new set of lectures. As a consequence, the members of the Swiss Society for Astrophysics and As tronomy voted that "The Galactic Interstellar Medium" should be the subject of the 1991 course. The 21st Saas Fee Advanced Course took place in Les Diablerets from 18 to 23 March 1991, gathering together about 80 participants from all over the world, but mostly from Europe. According to a rule that has proved to lead to success, but also to chal lenge the lecturers' energy, the format of a Saas-Fee Advanced Course consists traditionally of 28 lectures of 45 minutes which take place in the morning and late afternoon, leaving ample time for discussions, self-study, hiking or skiing. Despite the inordinate work load imposed, this year's lecturers felt that the subject was sufficiently dense to increase the lecture time by 1/3! This proved judicious and left more time for questions and discussions during the lectures.

High resolution centimetre, millimetre, infrared, and optical studies of local star forming clouds have allowed us to probe the physics of star formation down to spatial scales approaching those of the solar system. These developments make it possible to better constrain the basic physical processes underlying star formation itself. At the same time, these new instruments have placed extragalactic studies on a footing detailed enough to allow comparison with star forming regions within our own galaxy. This revolution means that we will soon be able to link the physics of local star forming regions to the global star forming properties of galaxies. The entire structure of this NATO Advanced Study Institute was designed to explore this new view of the subject. This Institute on "Galactic and Extragalactic Star Formation" was held from June 21 -July 4, 1987 at the Conference Centre in the village of Whistler, British Columbia, Canada. The informal atmosphere of this lovely mountain resort stim ulated many valuable scientific exchanges. The Institute was funded by a major grant from NATO Scientific Affairs. Additional financial and I.I1oral assistance was provided by the Canadian Institute for Theoretical Astrophysics (CITA) and Mc Master University.

Book excerpt: It has been more than five decades ago that Henk van de Hulst predicted the observability of the 21-cm line of neutral hydrogen (HI ). Since then use of the 21-cm line has greatly improved our knowledge in many fields and has been used for galactic structure studies, studies of the interstellar medium (ISM) in the Milky Way and other galaxies, studies of the mass distribution of the Milky Way and other galaxies, studies of spiral struc ture, studies of high velocity gas in the Milky Way and other galaxies, for measuring distances using the Tully-Fisher relation etc. Regarding studies of the ISM, there have been a number of instrumen tal developments over the past decade: large CCD's became available on optical telescopes, radio synthesis offered sensitive imaging capabilities, not only in the classical 21-cm HI line but also in the mm-transitions of CO and other molecules, and X-ray imaging capabilities became available to measure the hot component of the ISM. These developments meant that Milky Way was no longer the exclusive playground for ISM studies and that by reaching out to other galaxies astronomy had gained the advantage of having an "outside" view, though at the expense of giving up some linear resolution. Studies of the ISM in other galaxies are intimately connected to studies of the ISM in the Milky Way.
