Book excerpt: Mobile phone web utilisation is relatively new in South Africa, and not only does it provide more convenience to existing Internet users, but it can potentially overcome the access problems that are attendant in the utilisation of the web by most South Africans. This could go a long way to bridging the Digital Divide and contribute to South Africa's economic growth. It is therefore important to understand the role that the South African mobile phone web utilisation cluster may play in creating national competitive advantage. This exploratory research study focuses on understanding the role of mobile phone web utilisation in creating economic growth in South Africa. It uses a combination of empirical evidence on the mobile phone web utilisation cluster, academic theory around Porter's Diamond Model of the Micro Economics of Competitiveness, and pre-existing international and local research. The question that was considered was Does the Mobile phone web utilisation cluster represent a source of competitive advantage for South Africa? To support this investigation the following areas were explored: What is the universe of the mobile phone web utilisation cluster? Are the related and supporting industries conducive to competition? Are firm strategies, structures and competitive rivalry conditions conducive to competitiveness in this cluster? Are demand conditions conducive to global and local competitive growth? Are factor conditions conducive to competitiveness? What is the role of Government? The research found that in most aspects, this cluster has the potential to play a role in creating competitive advantage and contributing to South Africa's economic growth.

Available in PDF, EPUB and Kindle. Book excerpt: Digital technologies are spreading rapidly, but digital dividends--the broader benefits of faster growth, more jobs, and better services--are not. If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China--one third of them women--can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its 'analog complements'--the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens--have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere.

Available in PDF, EPUB and Kindle. Book excerpt: All African countries need better and more jobs for their growing populations. Digital Africa: Technological Transformation for Jobs shows that broader use of productivity-enhancing digital technologies by enterprises and households is imperative to generate such jobs, including for lower-skilled people. At the same time, broader use can support not only countries’ short-term objective of postpandemic economic recovery but also their vision of economic transformation with more inclusive growth. These outcomes are not automatic, however. Mobile internet availability has increased throughout the continent in recent years, but Africa’s uptake gap is the highest in the world. Areas with at least 3G mobile internet service now cover 84 percent of country populations averaged across Sub-Saharan Africa, but only 22 percent use such services. The average African business lags in the use of smartphones and computers, as well as more sophisticated digital technologies that catalyze further productivity gains. Two issues explain the usage gap: the affordability of these new technologies and the willingness to use them. For the 40 percent of Africans below the extreme poverty line, mobile data plans alone would cost one-third of their incomes—in addition to the price of access devices, apps, and electricity. Data plans for small and medium businesses are also more expensive than in other regions. Moreover, shortcomings in the quality of internet services—and in the supply of attractive, skill-appropriate apps that promote entrepreneurship and raise earnings—dampen people’s willingness to use them. For those countries already using these technologies, the development payoffs are significant. New empirical studies for this report add to the rapidly growing evidence that mobile internet availability directly raises enterprise productivity, increases jobs, and reduces poverty across Africa. To realize these and other benefits more widely, Africa’s countries must implement complementary and mutually reinforcing policies to strengthen both consumers’ ability to pay and willingness to use digital technologies. These interventions must prioritize productive use to generate large numbers of inclusive jobs in a region poised to benefit from a massive, youthful workforce—one projected to become the world’s largest by the end of this century.

Book excerpt: This book provides an in-depth comparative analysis of inequality and the stratification of the digital sphere. Grounded in classical sociological theories of inequality, as well as empirical evidence, this book defines ‘the digital divide’ as the unequal access and utility of internet communications technologies and explores how it has the potential to replicate existing social inequalities, as well as create new forms of stratification. The Digital Divide examines how various demographic and socio-economic factors including income, education, age and gender, as well as infrastructure, products and services affect how the internet is used and accessed. Comprised of six parts, the first section examines theories of the digital divide, and then looks in turn at: Highly developed nations and regions (including the USA, the EU and Japan); Emerging large powers (Brazil, China, India, Russia); Eastern European countries (Estonia, Romania, Serbia); Arab and Middle Eastern nations (Egypt, Iran, Israel); Under-studied areas (East and Central Asia, Latin America, and sub-Saharan Africa). Providing an interwoven analysis of the international inequalities in internet usage and access, this important work offers a comprehensive approach to studying the digital divide around the globe. It is an important resource for academic and students in sociology, social policy, communication studies, media studies and all those interested in the questions and issues around social inequality.

Book excerpt: This book outlines perspectives of emerging and established African scholars on what one could describe as the debate on leadership and the articulation of the life of the mind in Africa's socio-economic, political and cultural life from the time of independence to date. The papers contained in the book cover the following thematic areas: Alternative Leadership Paradigm for Africa's Advancement; African Perspectives on Globalisation and international relations; Pan-Africanism and the African Renaissance; Scientific, Technological and Cultural Dimensions of African Development. The first section deals with alternative leadership paradigms for Africa's advancement. It also debates the 'thin line' separating management studies from leadership studies and untangles the hermeneutic complexities in the term 'leadership'. Section two examines among other things, the crucial challenge of globalisation and public ethics and others African perspectives. The section also interrogates the current complexities and credibility deficits in the global governance of trade and towards the end engages philosophical questions about conscience and consciousness in African development and progress. The debates in section three continue to section four and focus on the overall issues of language and liberation, the significance of Multi-, Inter and Trans-Disciplinary Approaches in the analysis of the African continent, appropriate indigenous paradigms for promoting the African renaissance as well as a series of debates on the meaning and prospects of regional integration in Africa's renewal. This provides just a snapshot of a very wide ranging and interesting debate contained in the publication.
