Book excerpt: 'Decentralization and Local Democracy in the World' constitutes a global reference on decentralization by presenting the contemporary situation of local governments in all regions of the world. The report analyzes local authorities in each continent under three main themes: the evolution of territorial structures; responsibilities and power, management and finances; and local democracy. An additional chapter is dedicated to the governance of large metropolises, where rapid growth presents major challenges, in particular in the fast-developing countries of the South. This report also offers a comparative overview of the different realities concerning the state of decentralization, and how the basic indispensable mechansims for local democracy do, or do not exist in come countries. Relationships between the state and local authorities are evolving toward innovative forms of cooperation. In this context, the role of local authorities in the development of global policies is increasingly recognized. The first Global Observatory on Local Democracy and Decentralization (GOLD) Report is one of the main products of United Cities and Local Governments (UCLG). The GOLD Report is the first of what will be a triennial publication. UCLG represents and defends the interests of local governments on the world stage, regardless of the size of the communities they serve. Headquartered in Barcelona, the organization's stated mission is: To be the united voice and world advocate of democratic local self-government, promoting its values, objectives and interests, through cooperation between local governments, and within the wider international community.

Download or read book Political Booms written by Lynn T. White and published by World Scientific. This book was released on 2009 with total page 748 pages. Available in PDF, EPUB and Kindle. Book excerpt: Why have Taiwan, rich parts of China, and Thailand boomed famously, while the Philippines has long remained stagnant both economically and politically? Do booms abet democracy? Does the rise of middle "classes" promise future liberalization? Why has Philippine democracy brought no boom and barely served the Filipino people? This book, unlike previous books, shows that both the roots and results of growth are largely political, not just economic. Specifically, it pays attention to local, not just national, power networks that caused or prevented growth in the aforementioned countries. Violence has been common in these politics, along with money. Elections have contributed to socio-political problems that are also obvious in Leninist or junta regimes, because elections are surprisingly easy to buy with corrupt money from government contracts. Liberals should pay more serious theoretical attention to the effects of money on justice, and Western political science should focus more clearly on the ways non-state local power affects elections. By considering the role of local money and power (above all, from small- and medium-sized firms that emerged after agrarian reforms) on elections and justice, this book asks democrats squarely to face the extent to which electoral procedures have failed to help ordinary citizens. Students and scholars of Asia will all need this book - as will students of the West whose methods have become parochial.

Download or read book Philippine Politics written by Lynn T. White III and published by Routledge. This book was released on 2014-12-17 with total page 281 pages. Available in PDF, EPUB and Kindle. Book excerpt: Philippine political history, especially in the twentieth century, challenges the image of democratic evolution as serving the people, and does so in ways that reveal inadequately explored aspects of many democracies. In the first decades of the twenty-first century the Philippines has nonetheless shown gradual socioeconomic "progress". This book provides an interpretive overview of Philippine politics, and takes full account of the importance of patriotic Philippine factors in making decisions about future political policies. It analyses whether regional and local politics have more importance than national politics in the Philippines. Discussing cultural traditions of patronism, it also examines how clan feuds localize the state and create strong local policies. These conflicts in turn make regional and family-run polities collectively stronger than the central state institution. The book goes on to explore elections in the Philippines, and in particular the ways in which politicians win democratic elections, the institutionalized role of public money in this process, and the role that media plays. Offering a new interpretive overview of Philippine progress over many decades, the author notes recent economic and political changes during the current century while also trying to advance ideas that might prove useful to Filipinos. Presenting an in-depth analysis of the problems and possibilities of politics and society in the Philippines, the book will be of interest to those researching Southeast Asian Politics, Political History and Asian Society and Culture.

This book was released on 2014-11-19 with total page 350 pages. Available in PDF, EPUB and Kindle. Book excerpt: Winner of the 2016 Outstanding Scholarly Work Award for the School of Humanities presented by Ateneo de Manila University This book is a pioneering study of Philippine democracy, one of the oldest in the Asian region, vis-à-vis Habermasian critical theory. Proceeding from a concise examination of the theory of law and democracy found in Habermas's Between Facts and Norms, Ranilo Balaguer Hermida explains how the law occupies the central role in both the legitimation of political power and the attainment of social integration. He then discusses how Habermas proposes to resolve the tension that exists in modern society between democratic norms and social facts, through the adoption of a lawmaking procedure whereby the informal sources of issues and opinions from the public sphere are allowed to develop and interact with the formal deliberations and decision processes inside the political system. He also explores certain provisions of the present Philippine Constitution that were expressly intended to restore democratic institutions and processes destroyed by decades of martial law, as well as the problems and hindrances that stand in the way of their full implementation.
