Book excerpt: This report discusses the findings from a mail survey of local government economic development activities that was sent to all 540 municipalities and 100 counties in North Carolina. An important part of the analysis examines whether cities and counties differ significantly in their economic development efforts and whether smaller jurisdictions employ different types of development strategies and tools than larger ones. The survey findings also highlight the barriers that local governments face in promoting economic development and identify important technical assistance needs and gaps in local capacity.

Book excerpt: This document consists of three closely related reports, dealing with "State Governments", "Regional Councils", and "Local Econcomic Development Agencies", respectively, together with a fourth document, a preceding overview. These documents draw from results of a project to identify successful approaches to coordinating economic development and employment and training programs and to assist agencies that want to initiate coordination efforts. Three complementary reports describe how local economic development agencies, regional councils, and state governments can link the functions of economic development and human development, how the responsibilities and resources of the different levels of government can blend effectively, and how the public and private sectors can collaborate to meet both the needs of business and the needs of individuals. The first of these three reports describes how some state governments have successfully linked their employment and training and economic development programs. Lessons are drawn from nine case studies for other states that want to undertake similar efforts. A list of contact persons and 21 references are included. The second report, on regional councils, provides case studies to illustrate the approaches taken by councils in Virginia and Kentucky in playing a catalytic role in promoting public/private partnerships and developing more effective means for working with business. The third report, on local economic development agencies, describes types of linkages, illustrates through case studies the issues in the establishment of linkages at the local level, and offers recommendations for properly structuring linkages. Available in PDF, EPUB and Kindle. Book excerpt: To enhance economic development is an important strategic issue not only for federal but also for local governments. Members of the Bertelsmann Foundation's network "Cities of Tomorrow" have collected twelve case studies of local economic development from all over the world. The case studies show how local authorities improve employment conditions in their community with regards to new job creation, accessibility of employment for the local workforce, job maintenance and the development of conditions favouring local economic development. The cases vary from exogenous and endogenous promotion, such as offering additional advantages to foreign and local enterprises, involving private, voluntary and non-profit sectors and developing training and employment initiatives, such as "48-hour job guarantee". This book is a veritable goldmine for local authorities aiming to strengthen the development of their local economy.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1989, Combating Long-Term Unemployment follows on from, and is a companion to, Local Authorities and New Technologies. The book seeks to inform debate by analysing policy responses to the problem of long-term unemployment and by focusing on the role of local initiatives in a European context. Long-term unemployment in Europe is a complicated and multifaceted problem, the policy responses to which need to be studied against various contexts. It is designed to appeal to all those interested in policies to combat long-term unemployment: local and central government officials, private sector organizations whose work is relevant to locally based initiatives, and interested academics.
