The country's potential and balance-of-payments growth rates are only about 5.5% and 3%, respectively. One important reason is that the country's industrialization pace declined after the AFC. Today, Indonesia is still exporting many unprocessed natural resources and simple manufactures (not complex products) with a low income elasticity of demand. This report analyzes how Indonesia's manufacturing sector could diversify and upgrade during 2020–2024 and beyond. This is essential if Indonesia is to attain upper middle-income status as soon as possible. Policy makers and the private sector need to collaborate to identify the coordination failures that hamper the discovery of those products that Indonesia could successfully produce and export. These must be complex products with a high income elasticity of demand. The report proposes a number of policies to expedite this process.

Studies of the process often focus either on the Netherlands Indies or independent Indonesia, suggesting the existence of fundamental discontinuities. The authors of the 17 essays in this book adopt a long-term perspective that transcends regimes and bridges dualist economic models in order to examine what did and did not change as the country moved across the colonial-postcolonial divide, and shifted from reliance on exports of primary products to a multi-centred economy. The aim is to analyse how economic development grew out of the interplay of foreign trade, new forms of entrepreneurship and the political economy. The authors deal with entrepreneurship and economic specialization within different ethnic groups, the geographical distribution of exports and resource drains from exporting regions, and connections between an export economy and mass poverty. One recurring issue is the way actors from different ethnic groups occupied complementary niches, highlighting the rich variety of roles played by Asian entrepreneurs. A study of the international sugar trade shows how regime change fostered co-operation between different ethnic groups and nationalities involved with trading networks, inter-island shipping, urban public transport, and the construction sector. A comparison of export earnings and population groups involved in trade before and after 1900 shows that unexpected agricultural and industrial transitions could underpin a fundamental shift in income growth, with improved living standards for broad sectors of the population.

Regional economic analysis shows persistent and severe regional disparities throughout the period. Particularly, econometrics study found that decentralization has accelerated regional disparities whilst the AFTA effect is insignificant on regional economic growth. Furthermore, historical institutionalism analysis on two cities - the manufacturing industry in Batam and the creative economy in Bandung - shows that past and embedded local institutions provide the capacity to adapt and create new development paths. The book suggests the importance of local-specific policies that embrace local knowledge and institutions to develop regional specialization and competitive advantage. This book fills the gap in Indonesian literature that lacks studies on the integrated impact of decentralization and trade liberalization, both economically and politically.
