The DjurslandsNet Network in Denmark is used as an inspiration for the organization and financing of such networks from a bottom-up approach. The conclusion is that facilitating these networks is possible as the social structures already exist in Africa. This is a case study where the Actor Network Theory is used as the analytical tool.

Available in PDF, EPUB and Kindle. Book excerpt: Many countries in Sub-Saharan Africa see broadband ICT as an essential part of their long-term economic development strategy. Backbone networks are the high-capacity networks that lie at the heart of communications systems and allow the delivery of the high volumes of data needed for broadband. What high-capacity backbone networks that do exist in the region are typically limited to major urban areas and some inter-city routes. Competition between backbone networks is underdeveloped so the price of services remains high and quality is often poor. This pattern of network development is the result of high costs and regulatory restrictions on network development. Where countries have fully liberalized their telecommunications markets and promoted infrastructure competition, prices have fallen and quality improved. Backbone network policy should focus on promoting competition, reducing the cost of network construction and encouraging network development into currently underserved areas. Competition can be promoted by removing regulatory restrictions such as limits on the number of licenses and constraints on type of infrastructure and services that licensees can offer. The cost of backbone network development can be reduced by utilizing energy and transport infrastructure and reducing legal costs such as obtaining planning permission. Stimulating backbone network development beyond major urban areas can be achieved through establishing public-private partnerships to encourage operators to build networks into currently underserved areas.

To understand why industrial policy might be of importance, one also has to look into the relationship between structural transformation and the chances of economic growth. The researchers conducted interviews both officially and unofficially with ICT stakeholders, made observations, studied Government publications and sourced information from the internet in order to find out the extent of broadband development in Ghana. A SWOT analysis is carried out to determine the strengths, weaknesses, opportunities and threat to the development of broadband market in Ghana. The facilitation, regulatory and market intervention policies recommended in the Ghana broadband policy is used to evaluate the broadband market to find out whether the strategy consolidates with the Strengths and opportunities of the market and whether it corrects the anomalies that necessitate the weaknesses and threats to the market. A comparative analysis is carried out with broadband strategies in other nations to consolidate the perceived omissions in the Ghana broadband Strategy. In our findings, the researchers saw the Ghana broadband Strategy to be a positive start towards developing a comprehensive broadband strategy for Ghana. The strategy did address some threats and weaknesses of the broadband market. It also consolidated on some strengths and opportunities of the broadband market. The researchers also discovered that a market can actually grow without a policy. But a market will grow faster if a well implemented policy is guiding the market. It is the hope of the researchers that this academic exercise will be useful to anyone who wishes to study the policy effect on the Ghanaian telecommunications market and the Ghanaian approach to Universal Access and Service.

From 1994 the country’s first democratic government set out to redress the deep digital divide afflicting the overwhelming majority of its citizens, already poor and disenfranchised, but likewise marginalised in access to telephone infrastructure and services. By this time, an incipient global policy regime was driving reforms in the telecomms sector, and also developing good practice models for universal service. Policy diffusion thus led South Africa to adopt, adapt and implement a slew of these interventions. In particular, roll-out obligations were imposed on licensees, and a universal service fund was established. But an agency with a universal service mandate was also created; and licences in under-serviced areas were awarded. The book goes on to identify and analyse the policy success and failure of each of these interventions, and suggests some lessons to be learned.
