Book excerpt: The poor health of today's roads--a subject close to the hearts of motorists, taxpayers, and government treasurers around the world--has resulted from faulty incentives that misdirect government decision-makers, according to the contributors to Street Smart. During the 1990s, bad government decision-making resulted in the U.S. Interstate Highway System growing by only one seventh the rate of traffic growth. The poor maintenance of existing roads is another concern. In cities around the world, highly political and wasteful government decision-making has led to excessive traffic congestion that has created long commutes, reduced safety, and caused loss of leisure time. Street Smart examines the privatization of roads in theory and in practice. The authors see at least four possible roles for private companies, beyond the well-known one of working under contract to design, build, or maintain governmentally provided roads. These include testing and licensing vehicles and drivers; management of government-owned facilities; franchising; and outright private ownership. Two chapters describe the history of private roads in the United Kingdom and the United States. Contemporary examples are provided of road pricing, privatizing, and contracting out are evident in environs as diverse as Singapore, Southern California, and Scandinavia, and cities as different as Bergen, Norway, and London, England. Finally, several chapters examine strategies for implementing privatization. The principles governing providing scarce resources in free societies are well known. We apply them to such necessities as energy, food, and water so why not to "road space"? The main obstacle to private, or semi-private, ownership of roads is likely to remain the reluctance of the political class to give up a lucrative source of power and influence. Those who want decisions about road services to be controlled by the interplay of consumers and suppliers in free markets, rather than by politicians, will have to explain the need for change. Street Smart makes a powerful case for the need for change and sheds light on the complex issues involved. Gabriel Roth is a transport and privatization consultant and a research fellow at the Independent Institute in Oakland, California.

Conceptually, most existing studies on privatization of higher education in China adopt a policy analysis approach, while research on privatization of other public sectors or in other countries is frequently guided by economic theories. This book thus seeks to combine both social policy and econometric approaches to provide a systematic and detailed investigation of the privatization process in the context of higher education. It also improves examines the applicability of western theories in the Chinese context.

In this boldly provocative book, Chiara Cordelli argues that privatization constitutes a regression to a precivil condition—what philosophers centuries ago called "a state of nature." Book excerpt: In the contemporary world of neoliberalism, efficiency is treated as the vehicle of political and economic health. State bureaucracy, but not corporate bureaucracy, is seen as inefficient, and privatization is seen as a magic cure for social ills. In Public Things: Democracy in Disrepair, Bonnie Honig asks whether democracy is possible in the absence of public services, spaces, and utilities. In other words, if neoliberalism leaves to democracy merely electoral majoritarianism and procedures of deliberation while divesting democratic states of their ownership of public things, what will the impact be? Following Tocqueville, who extolled the virtues of “pursuing in common the objects of common desires,” Honig focuses not on the demos but on the objects of democratic life. Democracy, as she points out, postulates public things—infrastructure, monuments, libraries—that citizens use, care for, repair, and are gathered up by. To be “gathered up” refers to the work of D. W. Winnicott, the object relations psychoanalyst who popularized the idea of “transitional objects”—the toys, teddy bears, or favorite blankets by way of which infants come to understand themselves as unified selves with an inside and an outside in relation to others. The wager of Public Things is that the work transitional objects do for infants is analogously performed for democratic citizens by public things, which press us into object relations with others and with ourselves. Public Things attends also to the historically racial character of public things: public lands taken from indigenous peoples, access to public goods restricted to white majorities. Drawing on Hannah Arendt, who saw how things fabricated by humans lend stability to the human world, Honig shows how Arendt and Winnicott—both theorists of livenesss—underline the material and psychological conditions necessary for object permanence and the reparative work needed for a more egalitarian democracy.

While they rarely make headlines, these crises, characterized by inequitable access to sufficient and clean water, affect over one billion people globally. What is less known, though, is that millions of these same global citizens are at the forefront of responding to the challenges of water privatization, climate change, deforestation, mega-hydraulic projects, and other threats to accessing water as a critical resource. In Transforming Rural Water Governance Sarah T. Romano explains the bottom-up development and political impact of community-based water and sanitation committees (CAPS) in Nicaragua. Romano traces the evolution of CAPS from rural resource management associations into a national political force through grassroots organizing and strategic alliances. Resource management and service provision is inherently political: charging residents fees for service, determining rules for household water shutoffs and reconnections, and negotiating access to water sources with local property owners constitute just a few of the highly political endeavors resource management associations like CAPS undertake as part of their day-to-day work in their communities. Yet, for decades in Nicaragua, this local work did not reflect political activism. In the mid-2000s CAPS’ collective push for social change propelled them onto a national stage and into new roles as they demanded recognition from the government. Romano argues that the transformation of Nicaragua’s CAPS into political actors is a promising example of the pursuit of sustainable and equitable water governance, particularly in Latin America. Transforming Rural Water Governance demonstrates that when activism informs public policy processes, the outcome is more inclusive governance and the potential for greater social and environmental justice.
