In many ways, citizenship and public rights varies from country to country as a result of their numbers (majority) or being indigenous. In this regard, the minority in the country is not given much attention to democratic rights. They do not establish their own state, they may not use their language and are dependent on their political involvement. To address this problem, it is a federal and regional state recognized by the constitution of FDRE and the regions that have been the most responsible for the establishment of their own state. In other words, the region has assumed its constitutional right to enact these laws. In this article, however, the Gambela People's National state had formed with five ethnic groups and the political participation of minorities are acknowledged. Based on this knowledge, the Komo people political and social involvement and the regional government accommodation will be inscribed.

Ethiopia, as signatory of these international human right instruments, the FDRE constitution stipulates the right to political participation right of all Nation, Nationalities and People of the country without any discrimination. However, regional states, like Benishangul-Gumuz, had face serious criticism that ‘non-indigenous’ people are face serious problem in the enjoyment of their right to political participation. This research has aimed to assess the political participation of ‘non-indigenous’ people of Benishangul-Gumuz Regional State in a case study of Bambasi Woreda. It looks and measures the participation of ‘non-indigenous’ people in public decision making and assess the ‘indigenous’ vs. ‘non-indigenous’ composition of institutions of Bambasi Woreda’s administration and normative instruments for the accommodation and consideration of the right to political participation of ‘non-indigenous’ people. In investigating reliable data, the researcher utilizes the qualitative research approaches unstructured in-depth interview, key informant interview and field observation as data collection instruments, in combination with different documents and articles. As findings of the study reveal, the right to political participation has been shortened by normative and institutional constraints that range from the federal up to the Kebele administration level. Hence, it is highly recommended that there must be a structural change that helps to establish an inclusive normative and administrative institution which ranges from the reconsideration of ‘non-indigenous people up to a constitutional amendment and complete re-institutionalization of the administration.

The book provides cases studies from all the Region of Ethiopia based on field research on the working of customary dispute resolution (CDR) institutions, their mandates, compositions, procedures and processes. The cases studies also document considerable unofficial linkages with the state judicial system, and consider the advantages as well as the limitations of customary institutions with respect to national and international law. The editor's introduction reviews the history of state law and its relations with customary law, summarises the main findings by region as well as as on inter-ethnic issues, and draws conclusions about social and legal structures, principles of organization, cultural concepts and areas, and judicial processes. The introduction also addresses the questions of inclusion and exclusion on the basis of gerontocratic power, gender, age and marginalised status, and the gradual as well as remarkable recent transformations of CDR institutions. The editor's conclusion reviews the characteristics, advantages and limitations of CDR institutions. A strong case is made for greater recognition of customary systems and better alliance with state justice, while safeguarding individual and minority rights. The editors suggest that the current context of greater decentralization opens up opportunities for pratical collaboration between the systems by promoting legal pluralism and reform, thereby enhancing local level justice delivery. The editors conclude by proposing a range of options for more meaningful partnership for consideration by policy makers, the legal profession and other stakeholders. Book excerpt: This book investigates the role of ethnic federalism in Ethiopian politics, reflecting on a long history of division amongst the country’s political elites. The book argues that these patterns have enabled the resilience and survival of authoritarianism in the country, and have led to the failure of democratization. Ethnic conflict in Ethiopia stretches back to the country’s imperial history. Competing nationalisms begin to emerge towards the end of the imperial era, but were formalized by the Ethiopian People’s Revolutionary Democratic Front (EPRDF) from the 1990s onwards. Under the EPRDF, ethnicity and language classifications formed the main organizing principles for political parties and organizations, and the country’s new federal arrangement was also designed along ethnic fault lines. This book argues that this ethnic federal arrangement, and the continuation of an elite political culture are major factors in explaining the continuation of authoritarianism in Ethiopia. Focusing largely on the last 27 years under the EPRDF and on the political changes of the last few years, but also stretching back to historical narratives of ethnic grievances and division, this book is an important guide to the ethnic politics of Ethiopia and will be of interest to researchers of African politics, authoritarianism and ethnic conflict.

This book assesses the Ethiopian ethnic federal system from the perspective of the principles of socialist federations and other Marxist oriented policies pursued by the ruling Ethiopian Peoples' Revolutionary Democratic Front (EPRDF). Exploring how the application of these ideological principles has impacted on the structure and function of the Ethiopian federal system, the research examines the ways in which these ideological policies of the ruling party affect national consensus, protection of human rights, the rights of minority groups, separation of power principles and the relationship between the federal and regional governments. It also explores the extent to which ideological principles have had an impact on the democratization process, rule of law and in building up institutions such as parliamentary democracy, the judiciary, the media and civil society organizations in the country. Book excerpt: Specifically, the paper identifies and analyzes several direct drivers of deforestation and forest degradation in Ethiopia including: forest clearance for both subsistence and large-scale agriculture; illegal and unsustainable extraction of wood mainly for charcoal and firewood; overgrazing; and recurrent forest fires. It also reviews underlying drivers including: rapid population increase and the associated growing demand for land and energy; extensive legal and institutional gaps including lack of stable and equitable forest tenure; lack of stakeholder participation in forest management and benefit-sharing schemes; and weak law enforcement. These drivers and the dominant actors behind them ranging from small-scale subsistence farmers to national and global investors are discussed in the context of the political economy, including the policy and institutional framework of the country. The implications of the overall forest condition to the objectives and requirements of REDD+ are evaluated, and key issues that need to be addressed for efficient, effective and equitable implementation of REDD+ are discussed. These key issues include: reconciling the apparently contradictory policies and programs, particularly those that negatively affect the forestry sector; improving the forest tenure and governance system; augmenting economic return from forests to communities and individuals; creating more efficient and effective forest institutions at all levels; and enhancing sectoral and regional coordination among implementing agencies.
