In this revealing biography, law professor Joel William Friedman explores Judge Wisdom's substantial legal contributions and political work at a critical time in the history of the South. In 1957, President Eisenhower appointed Wisdom to the Fifth Circuit, which included some of the most deeply segregated southern states: Alabama, Florida, Georgia, Louisiana, Mississippi, and Texas. In the tumultuous two decades following its decision in Brown v. Board of Education, the Supreme Court issued only a few civil rights decisions, preferring instead to affirm Fifth Circuit Court opinions or let them stand without hearing an appeal. Judge Wisdom, therefore, authored many of the decisions that transformed the South and broke down barriers of all kinds for African Americans, including the desegregation of public schools. In preparing this first full-length biography of Judge Wisdom, Friedman had unrestricted access to Wisdom's voluminous repository of personal and professional papers. In addition, he draws on personal interviews with law clerks who served under Judge Wisdom, resulting in a unique, behind-the-scenes account of some of the nation's most important legal decisions: the admission of the first black student to the University of Mississippi, the initiation of contempt proceedings against Mississippi Governor Ross Barnett, and the destruction of obstacles that had previously kept black Americans from voting. Refugees might be granted protection or turned away; they might be permitted to live where they wish and earn an income, pursue education, and access medical treatment; or, they might be confined to a camp and forced to rely on aid while being denied basic services. However, states do not consistently wield their capacity for control, nor do they jealously guard their authority to regulate. In this book, Lamis Elmy Abdelaaty asks why states sometimes assert their sovereignty vis-à-vis refugee rights and at other times seemingly cede it by delegating refugee oversight to the United Nations. To explain this selective exercise of sovereignty, Abdelaaty develops a two-part theoretical framework in which policymakers in refugee-receiving countries weigh international and domestic concerns. Policymakers in a receiving country might decide to offer protection to refugees from a rival country in order to undermine the sending country's stability, saddle it with reputation costs, and even engage in guerilla-style cross-border attacks. At the domestic level, policymakers consider political competition among ethnic groups--welcoming refugees who are ethnic kin of citizens can satisfy domestic constituencies, expand the base of support for the government, and encourage mobilization along ethnic lines. When these international and domestic incentives conflict, the state shifts responsibility for refugees to the UN, which allows policymakers to placate both refugee-sending countries and domestic constituencies. Abdelaaty analyzes asylum admissions worldwide, and then examines three case studies in-depth: Egypt (a country that is broadly representative of most refugee recipients), Turkey (an outlier that has limited the geographic application of the Refugee Convention), and Kenya (home to one of the largest refugee populations in the world). Discrimination and Delegation argues that foreign policy and ethnic identity, more so than resources, humanitarianism, or labor skills, shape reactions to refugees.

Major General Charles A. Willoughby served as Douglas MacArthur's stalwart chief intelligence officer (G-2} for over a decade, throughout World War II and the Korean War. This first full biography examines Willoughby's shadowy origins in his native Germany, his curious arrival in the United States, and his military service in World War I, as well as his work during the interwar years as a junior diplomat, budding historian, and neophyte intelligence officer. His chance encounter with MacArthur in the mid-1930s would prove to be the genesis of a near-symbiotic relationship between the two, with significant consequences for both. Throughout his life, Willoughby identified with strong, authoritarian leaders, notably Franco, and—especially—MacArthur. The author also assesses Willoughby's performance as a professional intelligence officer both in World War II and Korea, where he is often vilified for his inaccurate assessments of enemy strength and most likely courses of action, as well as his sycophantic relationship with his commander. Willoughby is most often criticized for his failing to foresee the entry of Chinese forces into the Korean War and its impact upon the US Army and the prosecution of the war. Following MacArthur’s removal by President Truman in 1951, Willoughby retired and spent the rest of his days engaged in right-wing political activity and in staunchly defending his much-maligned boss. The legacy he left is one filled with lingering and important questions about loyalty to superiors, in civilian as well as military environments, how far that loyalty should extend, and walking the tightrope involved in telling truth to power.
