But the poor in Rwanda, most of whom are subsistence farmers in rural areas, are currently disconnected from markets and commercial activities by extremely high transport costs and by severe constraints on their ability to shift out of subsistence farming. The constraints include lack of access to credit and lack of access to information on the skills and techniques required to produce commercial crops. The paper is based on information from the household survey and a recent diagnostic study of constraints to trade in Rwanda. It provides a number of indicative simulations that show the potential for substantial reductions in poverty from initiatives that reduce trade costs, enhance the quality of exportable goods, and facilitate movement out of subsistence into commercial activities.

Book excerpt: This study used cross sectional data from the government of Malawi’s Farm Income Diversification Programme (FIDP) to examine the impact of FIDP on household welfare. Total annual household income, food security, and the wealth status of households were used as measures of household welfare. A propensity score matching procedure was used to make statistically valid comparisons between the welfare of households which participated and did not participate in FIDP. The results show that households which participated in FIDP had higher incomes and their food security status improved more than among similar households which did not participate in the program. The results further reveal that FIDP improved the wealth of participating households compared to their counterparts who did not participate. Those FIDP participating households engaged in livestock production, in particular, experienced considerable growth of income, which suggests that livestock enterprises coupled with income from crops could be an important pathway for improving the wellbeing of households in Malawi.

Youth and Jobs in Rural Africa: Beyond Stylized Facts uses survey data to build a nuanced understanding of the constraints and opportunities facing rural youth in Africa. Addressing the questions of Africa's rural youth is currently hampered by major gaps in our knowledge and stylized facts from cross-country trends or studies that do not focus on the core issues. Youth and Jobs in Rural Africa takes a different approach, drawing on household and firm surveys from selected African countries with an explicit focus on rural youth. It argues that a balance between alarm and optimism is warranted, and that Africa's "youth bulge" is not an unprecedented challenge. Jobs in rural areas are limited, but agriculture is transforming and youth are participating, adopting new technologies and running businesses. Governments have adopted youth employment as a priority, but policies often do not address the specific needs of rural populations. Youth and Jobs in Rural Africa emphasizes that by going beyond stylized facts and drawing on more granular analysis, we can design effective policies to turn Africa's youth problem into an opportunity for rural transformation.

Book excerpt: This paper summarizes general demand- and supply-side issues for agricultural mechanization based on recent studies that focus on experiences and evidence from both Africa and Asia. The paper pro vides typologies of agricultural mechanization in Rwanda along with policy options within the context of its current mechanization support strategies. Provincial variations in agroecology and cropping systems, irrigated/rainfed systems, farm size, and labor use intensity, among other factors, characterize the key types of mechanization use in Rwanda. Support for mechanization in Rwanda can be broadly tailored to (a) irrigated medium-scale farmers in the Eastern province and Kigali; (b) rainfed medium-scale farmers in the Eastern and Southern provinces; (c) rainfed, small-scale highland farmers in the Northern province; and (d) irrigated small-scale farmers in the Western province. Recent experiences in other countries with rugged terrain and smallholder farming systems similar to Rwanda suggest that significant growth in the use of tractors is possible in the medium term among smallholders cultivating rainfed maize and legumes, in addition to irrigated rice. However, farm wages may still be too low in Rwanda and tractor-hiring fees may still be too high to induce a shift to mechanization in the short term. Therefore, it may be advisable for policy support for mechanization to focus on improving the understanding of mechanization needs among each type of farmers identified, knowledge of suitable machines, and required skills for their operations and maintenance. Such efforts should also balance the need to develop competitive markets and supply networks for promising machines, parts, and repair services at a viable and integrated market scale.

Book excerpt: Abstract: The Poverty Reduction Strategy of the Government of Rwanda seeks to unlock the growth and poverty reduction potential of the tea sector through the privatization of tea estates. This paper uses the logic of causal inference and data from the 2004 Quantitative Baseline Survey of the tea sector to assess the potential impact of the privatization program. This entails a normalized comparison of productivity outcomes to account for household heterogeneity in terms of observable and non-observable determinants of these outcomes. The paper also compares living standards between tea and non-tea households. Three main findings emerge from the analysis. Productivity outcomes are generally better in the private sector than in the public sector. Male-headed households outperform female-headed households along all dimensions considered here. And tea households tend to be better off than non-tea households.

Book excerpt: Far from the vision of popular actors in the popular economy as reactionary and archaic, stubbornly resisting any move towards change, this book's overall aim is to contribute to a broadening and deepening of our understanding of the logic and socio-economic practices of those operating in the informal economy. It focuses on the vulnerabilities of these participants, resulting from high exposure to different risks combined with low social protection, and on the interactions between vulnerability and poverty. It considers security of livelihoods as the guiding principle for multiple practices in the informal economy. Thirteen studies, based on careful analyses of empirical data in different contexts in Africa, Latin America, and Asia, contribute to this multidisciplinary discussion. This book describes how people develop their own strategies to solve their problems through the use of interpersonal networks, associations, and other community-based arrangements. Moreover, it shows that informal economy actors systematically reposition themselves vis-à-vis the State, markets, international, and national policies with the aim of enhancing their economic and social security, and they may do this either individually or collectively. The book emphasizes how adaptability of the informal economy can be influenced by such factors as the macroeconomic context, access to financial, technological, and information resources, infrastructure, social protection schemes, and the institutional environment within which adaptations occur. Book excerpt: The Government of Rwanda continues to work to accelerate structural transformation to expand and diversify the country’s economy. High rural population density and small agricultural landholdings are driving workers from agricultural households to seek employment outside of farming. Using representative data on agricultural production and employment for rural households in Rwanda from 2022, this research evaluates the opportunities rural households have to diversify their labor portfolios. We find that, rather than nonfarm household enterprises developing to meet greater rural service and goods demand, agriculture wage labor is the dominant source of off-own-farm employment. However, such informal agricultural wage labor is seen as low-productivity work and is among the lowest paid. Among nonfarm employment options, nonfarm businesses generate less income than nonagricultural wage labor, likely reflecting high barriers to entrepreneurship and low demand for off-farm services in rural areas. In contrast to employment profiles from other low-income countries, we find that the probability of a worker from an agricultural household in Rwanda engaging in rural, off-farm wage labor decreases as household welfare increases. Agricultural households that have workers seeking to hire out their labor tend to have the smallest landholdings, while households that hire in labor have the largest landholdings. Additionally, households with a higher share of members who completed primary education are less likely to hire out their labor, especially for agriculture wage work. These results suggest that programs that offer support services to agricultural households, such as financial services and affordable and relevant education, may be important in incentivizing these households to engage in entrepreneurship and form their own businesses or to seek wage employment in more remunerative sectors than agriculture.
