Available in PDF, EPUB and Kindle. Book excerpt: During periods of intense conflict, either at home or abroad, governments enact emergency powers in order to exercise greater control over the society that they govern. The expectation though is that once the conflict is over, these emergency powers will be lifted. An Exceptional Law showcases how the emergency law used to repress labour activism during the First World War became normalized with the creation of Section 98 of the Criminal Code, following the Winnipeg General Strike. Dennis G. Molinaro argues that the institutionalization of emergency law became intricately tied to constructing a national identity. Following a mass deportation campaign in the 1930s, Section 98 was repealed in 1936 and contributed to the formation of Canada’s first civil rights movement. Portions of it were used during the October Crisis and recently in the Anti-Terrorism Act of 2015. Building on the theoretical framework of Agamben, Molinaro advances our understanding of security as ideology and reveals the intricate and codependent relationship between state-formation, the construction of liberal society, and exclusionary practices.

Available in PDF, EPUB and Kindle. Book excerpt: "This has a double claim to special notice,- the quality of the book, and the identity of the author, the "cipher clerk" who broke with the Soviet Union in 1945 and turned over the documentary evidence contributing to the breaking of Canada's spy ring. Inevitably, one feels that in depicting Novikov, a scholar who molded himself into a "Soviet man", he has tapped his own knowledge of the techniques used to break down a man's resistance, to destroy his moral sense, to corrupt wholly. This figure is set in opposition to the "titan", Mikhail Gorin, a giant literary figure (based, the publishers indicate, on Maxim Gorki), recalled by Stalin to add to the propaganda publishing of the state which he had helped, in earlier years, bring into being. It is a fascinating and horrifying story, with intricate subplots involving insatiable lust for power, petty jockeying for position, ruthless elimination of all who differ from authority, and elimination of any independence even in affairs of the heart. Novikov, really in love with Gorin's daughter, Nina, is instructed to forget it and turn elsewhere; then when his marriage to Lida brings her momentary happiness, that too is negated by her father's arrest as "enemy of the people". The book builds up to an inevitable climax of disaster, as Gorin forcibly recognizes the position into which he has been tricked - and Novikov descends to the depths of infamy. But the final note is one of faint hope, that there is still the spark of faith in man. The story has the sweep and power of Russian classical literature, and despite its length, is a holding and moving reading experience from start to finish. "--Kirkus.

Sergei Skripal and his daughter Yulia were enjoying a rare and peaceful Sunday spent together, completely unaware they had been poisoned with the deadly nerve agent Novichok. Hours later both were found slumped on a park bench close to death. Following their attempted murders on British soil, Russia was publically accused by the West of carrying out the attack, marking a new low for international relations between the two since the end of the Cold War. The Skripal Files is the definitive account of how Skripal's story fits into the wider context of the new spy war between Russia and the West. The Skripal Files explores the time Skripal spent as a spy in the Russian Military Intelligence, how he was turned to work as an agent by MI6, his imprisonment in Russia and his eventual release as part of a spy-swap that would bring him to Salisbury, where on that fateful day he and his daughter found themselves fighting for their lives.

Available in PDF, EPUB and Kindle. Book excerpt: The papers presented in this volume analyze the civil uprising known as Euromaidan that began in central Kyiv in late November 2013, when the Ukrainian president Viktor Yanukovych opted not to sign an Association Agreement with the European Union, and continued over the following months. The topics include the motivations and expectations of protesters, organized crime, nationalism, gender issues, mass media, the Russian language, and the impact of Euromaidan on Ukrainian politics as well as on the EU, Russia, and Belarus. An epilogue to the book looks at the aftermath, including the Russian annexation of Crimea and the creation of breakaway republics in the east, leading to full-scale conflict. The goal of the book is less to offer a definitive account than one that represents a variety of aspects of a mass movement that captivated world attention and led to the downfall of the Yanukovych presidency.

Book excerpt: Judicial Independence in Context is a collection of essays by leading scholars, lawyers, and judges that examines both the theory and practice of judicial independence in Canada and around the world. Contributors assess the legacy of the Supreme Court of Canada's controversial landmark decision in the Provincial Judges Reference while other essays address the need for institutional reform in Canada outside the salary remuneration setting in the areas of court administration and judicial appointments. The book also examines linkages between judicial independence and other issues such as diversity, social context education for judges, public criticism of judges, public policy, and technology. Other contributions examine issues of judicial independence in the United Kingdom, the United States, South Africa, Israel, and Pakistan.
