Available in PDF, EPUB and Kindle. Book excerpt: Overwhelmed by a proliferation of foreign aid programs, the U.S. government is attempting to reorganize itself in order to manage them more effectively. This raises several critical issues that will shape U.S. foreign aid policy for the 21st century: Should existing foreign aid agencies be combined into a cabinet-level agency, ensuring a voice for development concerns during policy discussions, or should they be placed in the State Department to strengthen their foreign policy focus? How should aid agencies manage the planning, implementation, and evaluation of their aid? Is "managing for results" as currently practiced appropriate for what is often a highly experimental task of bringing about beneficial changes in foreign countries? How should the U.S. government educate its citizens on the issues of foreign aid and development as expenditures rise and as the ambitious goals driving aid—including nation building—expand? In Organ izing Foreign Aid, Carol Lancaster and Ann Van Dusen call for a fundamental reorganization of U.S. aid programs. They recommend a major increase in efforts at development education. The authors also provide insights into how other donor governments have dealt with these challenges. With the future of U.S. foreign aid policy at stake, this book will be essential reading for anyone interested in development, foreign aid, and the organization of government programs in these areas.

Book excerpt: "The creation of a new State Department position -- Director of Foreign Assistance -- has sparked congressional interest regarding the management and any possible future reform of U.S. foreign aid programs. Charged with coordinating U.S. assistance programs, the Director of Foreign Assistance (DFA) will have authority over most State Department and U.S. Agency for International Development (USAID) programs, although major foreign aid programs, such as the Millennium Challenge Account and the Office of the Global AIDS Coordinator will remain outside of his scope. The DFA is also tasked with providing "guidance" to other agencies that manage foreign aid activities. Some assistance programs are scattered throughout numerous domestic policy agencies and the Department of Defense. The restructuring is part of Secretary Rice's "transformational development" initiative, that seeks to use foreign assistance to transform recipient countries' economic development paths, and to graduate countries from a dependence on aid. Details of how the restructuring will operate have begun to be defined with the release of a new strategic framework. The framework links strategic objectives with categories of countries that have shared characteristics or development challenges. Operational plans would design country-specific aid programs to meet those challenges ... While the current restructuring requires no legislative action, it raises a number of questions with regard to the management of foreign aid programs, funding levels, and future reform options"--Page [i].

Available in PDF, EPUB and Kindle. Book excerpt: Spending on U.S. foreign affairs, which constitutes only about one percent of the federal budget, is being sharply reduced. Under the President's 1996 budget plan, it will decline by just as great a percentage as defense between 1990 and 2002—and by substantially more than defense over the 1980-2002 period. No other major category of federal spending will undergo a real cut over either time period. The shrinking budget, totaling about $19 billion in 1997, will still have to fund the State Department, international broadcasting and educational exchanges, trade subsidies and investment guarantees for U.S. business overseas; United Nations operations including peacekeeping, and all types of foreign assistance. In this book, O'Hanlon and Graham focus primarily on this last component of international spending. Specifically, they analyze U.S. official development assistance (ODA) to poor countries. The authors place U.S. ODA in a broad historical, international, and economic perspective. They then recommend an alternative approach to ODA for the United States as well as other donors. They favor continuing to provide humanitarian and grass-roots aid to most poor countries, but providing ODA to promote macroeconomic growth only to those countries that maintain coherent, market-oriented economic policy frameworks. The authors argue that to provide effective aid, as well as to maintain U.S. leadership in world affairs, net resources for ODA and the international account need to increase only modestly.

Book excerpt: The first comprehensive account of U.S. development aid policies and implementation operations in Africa, Asia, and Latin America, this work is a unique contribution to world history and to the extensive literature on Third World development. Butterfield begins with the remarkable story of why, in 1949, President Truman surprised Americans with his unprecedented development aid policy. He then describes the major alterations in U.S. development aid strategy and operations from 1950 to 2000. Drawing upon his long experience both in Washington and in country aid missions, Butterfield puts a human face on the story by weaving real world vignettes into his narrative. The survey addresses the role of Congress, important program foundations established in the 1950s, creative initiatives of the 1960s, frustrated promises in Vietnam. It explores the Third World's unexpected population explosion; America's evolving technical assistance work in the core sectors such as agriculture, education, health, and administration; and initiatives to reach the rural poor and promote the development role of women. It also comments upon linkages between policy dialogue and financial aid to promote market-oriented policy reforms, Africa's lagging development, and the decline of U.S. development aid in the 1990s.

Morss In 1973 Congress legislated a fundamental change in U.S. foreign aid policy: rather than provide general assistance to developing nations, the U.S. Agency for International Development (AID) would focus on helping the rural poor in those nations. AID commissioned Development Alternatives, Inc. (DAI), to prepare a strategy for making the change toward "New Directions" in development and then to assist in the design and implementation of a number of projects using the new strategy. The authors describe the bureaucratic and administrative problems that confronted Development Alternatives in this job, giving particular attention to the administrative and bureaucratic barriers within AID itself. They conclude with a set of recommendations for reform that are essential if the agency is to attain its "New Directions" objectives.

Book excerpt: Originally published in 1990, this volume is a comprehensive study of United States foreign aid allocation from 1961-1983 and the significance it has for US Foreign Policy as a whole. As well as developing a theoretically consistent measure of poverty for the research, the book also examines the relationship between bilateral foreign aid and multilateral foreign aid. A number of theoretical issues in comparative politics, international relations, US domestic institutional decision making and the development of political and economic institutions are explored.
